About the RoleThe Strategy, Policy and Foresight Department serves as Gavi’s strategic compass – guiding the organisation through complexity with clarity, credibility, and collaboration. The department focuses on four work areas:- Foresight: Ensuring the Alliance remains fit-for-purpose over the long term by anticipating trends, navigating uncertainty, and helping reshape the global health ecosystem- Strategy: Leading the development of Gavi’s five-year strategies (e.g. Gavi 6.0) and sub-strategies and getting them ready for roll-out, grounded in evidence, and responsive to country needs - Policy: Crafting evidence-based programmatic, funding and vaccine policies and investment cases that are country-driven, impactful, equitable, and resource-efficient- Delivery Acceleration: Accelerating the implementation of strategy delivery where cross-functional collaboration is essential to drive impact (e.g. programmatic ‘must wins’)Through its two teams - Strategy Design & Delivery (SDD) and Policy - the department operates with a structured, data-driven, and solution-oriented approach.The core objective of the role is to design high-impact, strategic, programmatic and vaccine policies and investment cases that guide the scope, allocation and programming of Gavi’s funding, shaping Gavi’s future direction. The Senior Manager, Policy will manage the development of high-quality, evidence-based options and recommendations for senior decision-makers, oversee stakeholder engagement across the Secretariat, Alliance and broader global health ecosystem, and ensure policy priorities are translated into practical implementation plans. 2. Key ResponsibilitiesThe Senior Manager, Policy develops programmatic, funding and vaccine policies and investment cases that shape Gavi’s future direction. Responsibilities include:- Manage the delivery of robust evidence bases, actionable options and recommendations, and implementation plans aligned with Gavi’s strategic priorities, working closely with cross-Secretariat project teams;- Develop high-quality, insight-driven deliverables—including policy documents, presentations, decision memos and vaccine investment cases/assessments—for Gavi’s CEO, Senior Leadership Team, and Board;- Manage stakeholder engagement across the Alliance and broader global health ecosystem at technical and leadership level, facilitating transparent, inclusive processes and fostering alignment;- Provide policy interpretation and translate policy priorities into practical implementation plans, including facilitating integration into Gavi Secretariat guidelines, processes, and programmes.As examples, the initiatives that the Senior Manager will lead cover the following questions:- What new vaccines from its current Vaccine Investment Strategy and its assessments of vaccines with epidemic and pandemic potential will Gavi adopt into its portfolio? - What will be Gavi’s approach to identifying and prioritising new vaccine investments in future strategic periods? - What is the design and roll-out plan for Vaccine Budgets in Gavi 6.0 that enable countries to maximise the impact on Gavi 6.0 Strategic Goals while strengthening predictable planning? - How can the Alliance further transform its cash and partner funding architecture for countries to enable maximum impact on its strategic goals while increasing simplicity? - What is Gavi’s approach to vaccine and other in-kind donations in Gavi 6.0? Note: The essential functions listed in this section are not exhaustive of the job responsibilities; other duties may be assigned consistently with the department needs.3. Your Experience and SkillsWork experience- Typically 8 to 12 years of professional experience, including at least three years of professional experience in programme policy development and/or programme strategy design is required.- At least two years of experience in global health, global development and/or the non-profit sector required.- Experience working with and understanding of vaccines, immunisation, infectious diseases, and epidemiology a strong plus.- Experience in a leading management consulting firm and experience in the private sector (healthcare, impact investment or management consulting) a plus.- Work experience in developing countries a plus.Education and Qualifications- Advanced degree in public health, epidemiology, medicine, public policy, economics, international development, business administration or equivalent required.Technical and Functional Skills- Global Health Expertise: Deep understanding of global health institutions and the dynamics in the broader global health and development ecosystem. - Strategy & Policy Development: Skilled in shaping large-scale strategies, policies, and investment cases, translating evidence and stakeholder input into actionable recommendations aligned with organisational goals.- Analytical Problem-Solving: Strong capacity to break down complex issues, apply qualitative/quantitative analysis (incl. for health economic, epidemiologic and clinical trial analysis), and deliver evidence-based options for senior decision-makers.- Insight-Driven Communication: Advanced skills in producing and presenting rigorous, decision-ready documents and presentations for executive audiences (CEO, Board, Leadership Team).- People management: proven ability to manage diverse, high-performing people in complex, multi-stakeholder environments.- Stakeholder Engagement: Experienced in facilitating alignment across diverse technical and executive stakeholders, with confidence in engaging senior and C-suite leaders.- Political Acumen: Ability to navigate sensitive, complex political contexts effectively.- Influencing: Skilled at building trust, fostering alignment, and driving outcomes across organisational levels in multicultural settings.- Change leadership:  Track record of operationalising strategic and policy priorities, developing implementation plans, overcoming resistance, and embedding sustainable new ways of working to achieve.Languages needed- Fluent in English; - Other languages desirable, particularly French.4.
