Project Context and Scope
The ICT Department partners with programmes and stakeholders across IOM to support, enable, and facilitate delivery of the Organization’s mandate through the strategic use of technology and innovative digital solutions. In recent years, data and analytics have become a critical area of investment, with IOM progressively adopting modern data platforms to enhance decision-making, operational efficiency, and the design of migrant-focused services.
As part of this effort, IOM has developed a central Microsoft Fabric platform in collaboration with Microsoft, serving as the foundation for its enterprise-wide data ecosystem. However, data stewardship and ownership are now distributed across various departments, requiring a collaborative, cross-functional approach to ensure data is effectively integrated and made available for actionable insights.
This Information and Communications Technology (ICT) Associate (Data Engineer) falls under the overall supervision of the ICT Officer (Data Analyst) and will work closely with them to identify and integrate relevant data assets into the Microsoft Fabric platform. The role plays a key part in enabling secure, high-quality, and scalable data integration to support IOM’s digital transformation and evidence-based programming.

Responsibilities
Category A Consultant: Tasks to be performed under this contract
- Design and Implement Data Solutions: Develop and manage data pipelines, data analysis, and data visualization using Microsoft Fabric and Microsoft Azure Data Solution Tools.
- Collaborate with Stakeholders: Work closely with analytics engineers, architects, analysts, and administrators to design and deploy data engineering solutions for analytics.
- Develop and Optimize ETL Processes: Create and maintain ETL/ELT processes within the Microsoft Azure ecosystem, effectively utilizing relevant Fabric solutions.
- Ensure Data Integrity and Governance: Implement data governance, security, and compliance measures throughout Microsoft Fabric environments.
- Monitor, Troubleshoot and Optimize Analytics Solutions: Continuously monitor and fine-tune data pipelines and processing workflows to enhance overall performance and efficiency.
- Facilitate Solution Adoption and Change Readiness: Lead planning and coordination for cutover, onboarding, and working with the managed services partner.
- Optimize data ingestion and processing pipelines by monitoring and managing capacity unit (CU) utilization to improve performance, reduce costs, and ensure efficient use of platform resources.
- Configure and manage data gateways and connections to enable secure, reliable, and efficient access to data sources, while supporting users in troubleshooting and optimizing connectivity.
- Perform other duties as assigned.
- Documentation of the platform data engineering activities.
- Deliver mission/unit-level data analytics and solutions.
- Design Key metrics from mission data available through a gold layer, ready for analysts to build dashboards.
- Progress reports detailing activities and progress generated.
Qualifications
Required Qualifications and Experience
Education
- Degree in Computer Science, Data Science, Information Technology, or a related field with four years of relevant professional experience; or,
- A school diploma with six years of relevant professional experience.
Experience
- Proven experience in data engineering, data warehousing, API, and ETL processes
Skills
- Proficient in data warehousing technologies, Azure, data API, ETL processes, Python, and data engineering tools (e.g., SQL, Hadoop, Spark)
- Proficiency in Python and data engineering tools
- Excellent problem-solving abilities and analytical skills.
- Excellent communication and stakeholder engagement capabilities.
- Experienced in project management and cross-functional team leadership.
- Adept at data quality assurance and system security practices.
- Good organizational and administrative skills.
- Fluency in English (oral and written)and Working knowledge of French and/or Spanish is an advantage.
Languages

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
