UNDP is the UN’s global development network whose focus is to help countries build and share solutions to the challenges of sustainable development as informed by the 2030 sustainable development agenda. The overall focus for UNDP Tanzania is to support the Government of Tanzania to improve lives of the people through strategic programmatic areas of Inclusive Democratic Governance, Inclusive Economic Growth and Sustainable Livelihoods and Environment Sustainability, Climate Change and Resilience.
Context
This assignment is part of the joint programme aimed at strengthening community resilience and government response capacities through digital technologies, including the establishment of a multipurpose ICT center.
The ICT center at the Tanzania Peacekeeping Training Centre (TPTC) will function as a hub for early warning, information aggregation, reporting, and peacebuilding activities. It will enhance the capacity of communities and institutions—especially women and youth—to detect and respond to human security threats.
The ICT Specialist will work closely with the National Officer, TPTC management, and relevant stakeholders to design, deploy, and operationalize the ICT center and ensure its sustainability. Also, the ICT Specialist will assist in UNDP Tanzania Office dashboard development/improvement.
The ICT center at the Tanzania Peacekeeping Training Centre (TPTC) will function as a hub for early warning, information aggregation, reporting, and peacebuilding activities. It will enhance the capacity of communities and institutions—especially women and youth—to detect and respond to human security threats.
The ICT Specialist will work closely with the National Officer, TPTC management, and relevant stakeholders to design, deploy, and operationalize the ICT center and ensure its sustainability. Also, the ICT Specialist will assist in UNDP Tanzania Office dashboard development/improvement.
Task description
The overall objective is to design, deploy, and operationalize an Information and Communication Technology (ICT) center at the TPTC and strengthen institutional capacity through Training of Trainers (ToT), ensuring effective use of technology for early warning, reporting, and peacebuilding activities. The ICT Analyst will work closely with the National Officer, TPTC management, and relevant stakeholders.
Under the direct supervision of the Programme Coordinator - Human Security, the ICT Analyst will:
ICT Infrastructure Development
• Assess existing ICT systems, infrastructure, and capacity gaps at TPTC
• Design and support the installation of ICT infrastructure, including:
• Networking systems (Local Area Network/Wide Area Network, internet connectivity)
• Data management and reporting platforms
• Communication tools for early warning
• Supervise setup and commissioning of ICT equipment and systems
• Ensure systems are user-friendly, secure, and scalable
Deployment and Operationalization
• Support the establishment of a functional ICT center at TPTC
• Develop standard operating procedures (SOPs) for:
• Equipment use
• System management
• Data handling and reporting
• Ensure integration with national and local early warning systems where feasible
Capacity Building – Training of Trainers (ToT)
• Design and deliver ToT programs for TPTC staff and relevant partners covering:
• Introduction to ICT equipment and systems
• Infrastructure setup and configuration
• Maintenance and troubleshooting
• Data collection, analysis, and reporting tools
• Develop training manuals, user guides, and instructional materials
• Mentor the National Officer and selected trainers for sustainability
Maintenance and Sustainability
• Develop a preventive maintenance plan for ICT equipment and infrastructure
• Train staff on troubleshooting and routine system maintenance
• Provide recommendations for long-term ICT sustainability and upgrades
Support to Early Warning and Reporting Systems
• Support development or customization of digital platforms for:
• Early detection of threats to human security
• Real-time data reporting and sharing
• Integrate ICT tools to enhance reporting on:
• Human safety issues
• Economic vulnerabilities
• Public health risks
Support the development of data analytics and visualization platforms
• Develop and maintain interactive dashboards and reports using Power BI
• Integrate and manage data from SharePoint, Excel, databases, and cloud sources
• Build business applications using Power Apps and support workflow automation
• Collaborate with teams to define key performance indicators (KPIs ) and reporting requirements
• Provide training and guidance to staff on data visualization tools
• Ensure data quality, integrity, and compliance with United Nations Development Programme (UNDP ) standards
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization
RESULTS/EXPECTED OUTPUTS
For ICT Center Operationalization:
• Multipurpose ICT Center developed, operational, and fully functional
• ICT infrastructure procured, installed, and effectively utilized
• Increased percentage of trained officials demonstrating improved capacity through application of the newly developed system
• Increased number of human security emergencies reported through ICT-enabled systems
• Percentage of Human Security Assessment recommendations reflected in ICT center management and operational plans
For Capacity Building and Community Impact:
• Increased number of institutions accessing and utilizing the developed software
• High percentage of users rating operational plans and manuals as “comprehensive and user-friendly”
• Increased number of community members (including women and youth) empowered with knowledge and skills to detect and respond to human security threats
• Increased number of women and youth engaged in ICT-based initiatives addressing economic and social vulnerabilities
• Increased number of community members and security actors actively engaged in conflict prevention and early warning systems

• Strengthened institutional capacity for ICT-enabled early warning, reporting, and response
• Improved collaboration between government, communities, and stakeholders
