Project Context and Scope

‘Central Asia Safe Migration’ project aims to reduce migrants’ vulnerability to exploitation, recruitment fraud, and unsafe migration, while supporting sustainable reintegration for returning migrants across Central Asia. It adopts a comprehensive, rights-based approach across the migration cycle, working with governments, service providers, and stakeholders. The project aims to address the challenges faced by nationals from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan engaged in labour migration to the United Kingdom under the UK Seasonal Workers Scheme (SWS). These include migrant workers preparing to travel under the SWS, migrants currently engaged in seasonal work, and returning migrants receiving reintegration support. Project beneficiaries will gain improved access to accurate, timely, and gender-sensitive information on safe migration, recruitment practices, rights and obligations, and available support services. Returning migrants will additionally benefit from financial literacy training, business development support, and small grants to support sustainable livelihoods.


Under this ToR, the SMM Consultant is expected to work under the direct supervision of the Media and Communications Specialist, closely collaborate with Kyrgyzstan project team, and other relevant stakeholders from government partners.
 

Organizational Department / Unit to which the Consultant is contributing

The Consultant will support IOM’s programmatic activities in Kyrgyzstan within the framework of ‘Central Asia Safe Migration’ project, KG10P0556.

Responsibilities

Tasks to be performed under this contract
  • In close cooperation with IOM, create and implement an online awareness-raising campaign aligned with the project objectives. 
  • Develop a comprehensive content plan with key milestones, activities, and deliverables, highlighting information on the SWS policy updates, Seasonal Worker visa process,  SWS eligibility, duration, advice from returned migrants on application procedures; anti-fraud awareness (debunking myths, identifying common fraud schemes, building migrants’ media literacy skills) and safe migration practices (checking the contract prior to departure, understanding working conditions and rights, accessing official information channels). 
  • Develop and conduct a targeted social media campaign using engaging carousels, short-form video content, interactive formats, and testimonial-based storytelling via Instagram, Facebook, and YouTube. The campaign is expected to reach approximately 800,000 unique users. 
  • In cooperation with IOM, produce all campaign visuals, videos, infographics, and social media content and publish online on all relevant social media pages, including Instagram, Facebook, X, YouTube, etc.
  • Create human-centred stories that illustrate the real-life impact of grants on return migrant workers and their communities. 
  • Produce engaging video content to raise awareness and generate interest among the target audience.
  • Publish posts related to SWS in collaboration with national and local stakeholders, including the Centre for Employment Abroad, National Bank of the Kyrgyz Republic, the Ministry of Labour, Social Inclusion, and Migration, grant recipients, etc. 
  • Develop and implement targeted advertising campaigns on selected social media platforms, define appropriate audience targeting, campaign objectives, budget allocation, monitor campaign performance and optimize advertisements throughout the campaign period to achieve the best possible results. The Consultant will provide regular performance reports, including key metrics such as reach, impressions, engagement, clicks, audience demographics, and recommendations for campaign optimization. The advertising budget will be provided separately by IOM, while the Consultant will be responsible for planning, implementation, optimization, and reporting of the paid campaigns. 
  • Provide effective consultations using innovative technologies through social networks. 
  • Track statistics on social networks and regularly report on the number of people covered. The data needs to be disaggregated by age, gender and geographic location. Provide the average engagement rate for social media posts, identifying content that generates most views and engagement from the target audience.   
  • Provide media support within all IOM projects and project partners as necessary. 
  • Prepare monthly reports on the achieved results of the developed  campaign plan implementation, including media analytics: views, click-through rates, interactions, engagement rate, etc.
  • Prior to dissemination the SMM Consultant shall coordinate well in advance the materials of the proposed information campaign with the Media and Communications Specialist, relevant Project staff, and the donor.
     
Performance indicators for the evaluation of results
Consultant shall provide the following reports on project activities performed: 
  • Monthly reports with media analytics outlining the number of social media posts published (by platform), reach and engagement rate, number of followers gained during the month, number of mentions, performance of paid promotions. Monthly reports should also include analysis of the type of content that generated the highest engagement among the target audience and ideas for future content. 
  • The Consultant will fill out a separate Excel sheet to track all social media publications, audience reached, gender disaggregation, likes, comments, shares, saves and active links.  
  • The Consultant will prepare a final report outlining all project activities and performance of all paid promotions, summarizing campaign results, documented lessons learned and recommendations for future communication activities (to be submitted to the Media and Communications Specialist by 31 March 2027). 
     

Qualifications

Required Qualifications and Experience

  • Bachelor’s degree in Social Sciences, Communications, Mass Media, Migration and Social Inclusion or another related field;  
  • At least 3 years of experience in developing and conducting information campaigns and managing social media accounts;    
  • Excellent knowledge of social media marketing principles and content performance evaluation;  
  • Proven practical experience in managing targeted advertising campaigns on social media platforms with strong understanding of audience targeting, campaign optimization, paid reach, engagement metrics, and results-based reporting. 
  • Proven communication skills, with a strong command of Russian and Kyrgyz language; knowledge of English is an asset. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required
Some travel within the country is expected. In case of travel IOM covers transportation and airfare and DSA based on non-IOM staff rate to cover accommodation, meals, and pocket money.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
