1.Post Context/Post Summary
The NATO Communications and Information Systems (CIS) Group plans, deliver and supports NATO’s Deployable Communication and Information Systems (DCIS) in order to enable command and control (C2) for NATO’s deployed HQs.
The J7 Division analyses and coordinates how to meet overall Communications and Information Systems (CIS) training requirements between NATO CIS Group internal resources, NCI Academy, NATO Theatre Enabling responsibilities and National Authorities. It is also responsible for the continuous improvement of NCISG through the Lessons Learned Process.
The Evaluation and Lessons Learned Branch develops and manages the Deployable Communications & Information Systems (DCIS) evaluation / certification programme, and executes DCIS evaluations and other required evaluation activities. It laso leads the NCISG development and coordination of the Lessons Learned / Lessons Identified (LL/LI) process.
The incumbent is responsible for planning and executing the DCIS Evaluation/Certification and Lessons Learned processes, monitoring NSBs DCIS readiness through identification of shortfalls in resources and performance, and then defining recommendations for improvements to standards and capabilities
2.Principal Duties
The incumbent's duties are:
·Execute evaluation related tasks as prioritised and allocated by the Branch Head.
·Develop and execute specific Evaluation/Certification programmes.
·Participate in relevant Evaluation/Certification and Specific Exercise Preparation conferences.
·Attend working groups and committees to represent NATO CIS Group’s co-ordinated strategic and operational position on Evaluation/Certification issues.
·Conduct the DCIS capabilities evaluations and other required evaluation activities.
·Contribute to the development of DCIS capabilities related doctrine, policy, procedures, manuals and standards.
·Support NATO operations and exercises from DCIS Readiness Evaluation and LL perspective.
·Conduct analysis and prepare reports, studies and briefings as directed.
·Capture and record Lessons Learned from NATO operations, exercises, training events, evaluations, and other appropriate events for action, and monitor the development of proposals and action plans for command group approval.
·Identify amendments and improvements to policies, directives, procedures, programmes and other processes focused on strategic and operational matters.
·Contribute to the dissemination of Lessons Learned in the execution of current and preparation of future exercises/operations.
3.Special Requirements and Additional Duties
The incumbent may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. // This a mandatory deployment post. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and outside NATO’s boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The work is normally performed in a Normal NATO office working environment.

4.Essential Qualifications
a.Professional experience
·Previous Staff experience at a large military or governmental organisation or major private company
b.Education / Training
·University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
c.Language
·English - SLP 3333 - (Listening, Speaking, Reading and Writing)
·NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English
5.Desirable Qualifications
a.Professional experience
·Three years Plans Staff experience
·Experienced in CIS planning for operations and exercises at a strategic and operational level.
·Experience with C2C in an international/multinational environment.
·Experience serving at a NATO military HQ.
·Four years working experience in a CIS Office of an international organization or military Headquarters

6.Attributes / Competencies
a.Personal Attributes:
The incumbent requires knowledge of military deployed CIS infrastructure and its capabilities with sufficient deployed experience in the conduct of its operations to know what he/she is looking “at” and also to know what to look “for” in evaluating the deployed operational CIS support and in determining success/failure segments and in recommending changes.For a civilian CIS expert (including one with prior military service) a minimum of 4-6 years of experience is required, to include experience in a military deployed or otherwise remote location that employs mobile CIS capabilities.
b.Managerial Responsibilities:
The incumbent will be routinely assigned as the lead evaluator for a specific exercise (or missions/operations) and, as such, will take part in all phases of the planning and execution.Additionally, as the lead evaluator, he/she is responsible for developing the Evaluation/Lessons Learned after-actin report that provides the analysis of NCISG CIS Support performance and may make recommendations for changes to equipment, CIS support tactics and/or personnel (skill set) assignments.
c.Professional Contacts:
Regular professional contact with others inside or outside of the organization on functional matters. As part of the complete planning process for a NATO military exercise, the incumbent interacts with planners from a variety of sources, to include ACO, ACT, NCI Agency and various civilian CIS contracting providers. These interactions will involve his/her analysis of the CIS portion of the planning.
d.Contribution To Objectives:
The analysis and lessons learned reports from the incumbent may have a direct impact on either the continuance of current policies and practices or in the development of improved methods of providing CIS support.

·Diversity and Range of Duties:
oThe incumbent is required to evaluate NCISG CIS support to an assortment of exercise scenarios.
·Type of Problem/Degree of Challenge:
oThe incumbent is required to provide analysis of NCISG CIS support mainly to exercises but will also participate in the analysis of missions and/or operations as required.CIS Support to exercises differs according to the Operational Plan for each exercise.This analysis must be then translated to an overall assessment of NCISG CIS capabilities vis-à-vis each exercise with accompanying recommendations for upgrades or changes to such support.
·Degree of Guidance Available:
oThe incumbent will have access to/knowledge of prior CIS support to exercises/missions/operations that are similar in nature; however, he/she is required to assess the CIS Support in the current circumstances which may include changes to equipment and geographic location specifics.
REMARKS:
Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
