Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Peace, Recovery, and Solutions Division Head, and in close collaboration with the relevant units at the Country Office, Regional Office and Headquarters, the Programme Coordinator (Peace, Recovery & Solutions Division (PRSD) Coordination Unit) will be responsible and accountable for managing the coordination unit and overseeing the administrative, operational, financial, and budgetary support functions under International Organizations for Migration (IOM) Iraq’s PRSD, the development and clearance of funding proposals, donor reports, and divisional planning and advocacy products, and driving coherence and alignment across PRSD thematic areas in line with IOM's institutional frameworks, policies, and standards.
Responsibilities
Manage the administrative, operational, financial, and budgetary support functions across the PRSD division, ensuring compliance with IOM rules, regulations, and standard operating procedure.
Supervise the Coordination Unit team, providing direction, managing performance, and building capacity in line with divisional objectives.
Coordinate the design and development of new and innovative programmes and projects, ensuring alignment with donor interests, IOM standards, and the IOM Strategic Results Framework; coordinate the development of funding proposals, concept notes, project briefs, and related documentation across the PRSD portfolio.
Clear donor reports and public-facing information products prior to submission, ensuring quality, compliance with donor requirements, and timely delivery; support Project Managers in complying with donor reporting requirements.
- Monitor portfolio-wide commitments, expenditure, and compliance with IOM rules and regulations across the PRSD division, developing and maintaining standard operating procedures and advising the Head of PRSD on emerging risks, and recommended actions.
Develop and review briefing notes, talking points, background materials, and divisional planning products provide contextual analysis, strategic framing, and recommendations, drawing on up-to-date programme data and the broader operating environment; produce visibility and presentation materials to support resource mobilization, including donor visits, appeals, and situation reports.
Lead knowledge management for the division, systematically capturing and translating good practices, lessons learned, and programme outcomes across PRSD thematic areas into products that strengthen institutional learning, inform strategic positioning, and support advocacy and resource mobilisation.
Drive alignment of inputs across PRSD pillars for divisional planning and advocacy, advising the Head of PRSD on priority-setting; serve as the principal interface with IOM Iraq's central functions Programme Support Unit (PSU) to ensure coherent messaging, alignment of priorities, and timely information flow.

Qualifications
Required Qualifications and Experience
Education
- Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience working in hardship and emergency contexts, with the ability to adapt to rapidly changing operational environments;
- Experience working in international organizations and knowledge of the United Nations (UN) system;
- Experience in the field of migration issues, project development and design, project implementation, and administrative and financial management;
- Experience in donor relations and grant management for specific donors of IOM’s interest;
- Previous experience and knowledge of donor funding mechanisms, and engagement with government counterparts, UN agencies, and humanitarian partners particularly in the Country;
- Experience in project development, donor reporting and technical writing and editing, preferably in the international development/humanitarian sector;
- Experience in inter-agency coordination and stakeholder engagement in crisis and recovery contexts;
- Experience in field operations, including monitoring of programme activities and support to implementing partners; and,
- Experience with Results Based Management approach and other strategic planning approaches.
Skills

- Good level of computer literacy, including database applications.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
