Position Title: Business Support Assistant – Integrated Risk Management
Type of Contract: WFP Service Contract
Grade: SC-5 (equivalent to GS-5)
Duty Station: Phnom Penh, Cambodia
Duration: 1 September 2026 to 31 August 2027 (There is no expectation of contract extension upon completion of the project tasks)
Reporting Line: This position will fall under the direct supervision of the Programme Policy Officer for Disaster Risk Management
ORGANIZATIONAL CONTEXT:
WFP’s mission is to help the world achieve Zero Hunger by 2030 as per Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
Through the country strategic plan 2024-2028, WFP will contribute to Sustainable Development Goals 2 and 17 as well as to strategic outcomes 1 and 3 of WFP’s corporate strategic plan through the following three country strategic plan outcomes:
By 2028, systems are strengthened for people in Cambodia, particularly women and others most at risk of being left behind, to benefit from improved nutrition, education and social protection.
By 2028, food systems and disaster management systems in Cambodia are strengthened to better support the livelihoods, climate adaptive capacity and ability to manage shocks of people in hazard prone areas.
Crisis-affected populations in Cambodia are able to meet their food, nutrition and other essential needs during and after crises.
Outcome 1 focuses on WFP’s contribution to human capital development.
Outcome 2 supports climate change adaptation by enhancing the resilience of food systems and of people exposed to shocks and stressors.
Outcome 3 represents a contingency plan for crisis response that will be activated only if needed.
WFP will achieve these outcomes in partnership with the Royal Government of Cambodia at national, subnational and local levels, United Nations partners, including the other Rome-based agencies, research partners, communities and affected people, donors and the private sector.
BACKGROUND AND PURPOSE OF ASSIGNMENT:
WFP supports the Royal Government of Cambodia in strengthening national systems for disaster risk management (DRM), shock‑responsive social protection (SRSP), and disaster risk financing (DRF). These efforts aim to ensure that vulnerable populations, particularly women, children, and people at risk of being left behind, are better protected against shocks and crises. To deliver these outcomes, WFP requires strong administrative and coordination support to ensure partnership agreements, procurement processes, and internal workflows are managed effectively.
The Business Support Assistant will provide business and administrative support to the DRM/SRSP team, focusing on partnership documentation, procurement coordination, and internal reporting. This role is critical to ensuring smooth operations and compliance with WFP standards, enabling technical teams to focus on programme delivery and impact.
KEY RESPONSIBILITIES:
1. Partnership Agreement Support
Provide administrative support in drafting, reviewing, and finalizing Partnership Agreements, Field Level Agreements (FLAs) with government institutions, UN agencies and NGO counterparts.
Ensure agreements comply with WFP’s rules, donor requirements, and internal procedures.
Track timelines, deliverables, and clearance processes for partnership documentation.
2. Procurement & Administrative Coordination
Support procurement requests related to DRM/SRSP/DRF activities, ensuring proper documentation and compliance with WFP systems.
Liaise with Logistics and Finance units to facilitate purchase orders, delivery schedules, and payment clearance.
Maintain accurate records of procurement and administrative transactions.
3. Reporting & Documentation
Assist in preparing internal reports, briefs, and meeting notes for DRM/SRSP/DRF activities.
Consolidate partner submissions and ensure timely reporting to donors and management.
Support preparation of presentations, factsheets, and administrative updates for coordination meetings.
4. Programme & Team Support
Organize workshops, missions, and coordination meetings, including logistical arrangements.
Maintain filing systems for agreements, procurement records, and programme documentation.
Provide day‑to‑day administrative support to the DRM/SRSP/DRF team, ensuring smooth internal workflows.
Provide support in consolidating the initial draft of the joint unit workplan, monitor deliverables, and update as required
5. Monitoring & Compliance
Track partner financial and narrative reports to ensure compliance with agreements.
Support monitoring of procurement and partnership processes, flagging issues for corrective action.
Ensure accountability and transparency in administrative procedures
6. Other Required Responsibilities
Liaise with Protection and Inclusion Officer and act as a focal point for gender mainstreaming within the programme and ensure gender is considered throughout all areas of work under the post.
Collaborate with WFP Country Office communication focal points to support any events, including donor and government joint field visits. This includes coordinating with the Area Office to schedule field visits and manage related logistical arrangements.
Coordinate closely with WFP’s Social Protection unit and support in the development and management of activities related to shock-responsive social protection and Disaster Risk Financing in line with WFP’s integrated risk management strategy;
In case of an emergency, support with coordinating relief efforts, alignment and communication with national disaster management authorities, in line with WFP’s response engagement priorities (e.g. cash-based transfers, logistical support, non-food items, etc.);
Perform other activities to support programme operations as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Has a minimum of five years in the field of disaster risk management, social protection or development sectors including project management.
- Has experience utilizing computers, including Microsoft Office package (e.g., Word, Excel, Power Point) and other standard software packages and systems.
- Has familiarity working with disaster risk management, reporting, programme management, monitoring and evaluation processes.
- Has experience working with different types of external stakeholders at national and sub-national levels.
- Knowledge of the UN rules, procedures and regulations would be an asset.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written communication in English language.
