The CCAC TEAP Behavioural Science Framework Consultant will support the CCAC Secretariat in strengthening the impact and uptake of super pollutant mitigation technologies by applying behavioural science and behavioural economics approaches. The consultant will develop a report identifying key behavioural barriers and opportunities influencing technology adoption across sectors and contexts, and create a practical framework and diagnostic checklist for use in future CCAC-TEAP assessments and knowledge products. Working closely with TEAP Co-Chairs, Panel Members, the Secretariat, and external stakeholders, the consultant will ensure behavioural considerations are systematically integrated alongside technical, economic, and policy analyses to improve the design, communication, and implementation of mitigation solutions.

Duties and Responsibilities

The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Industry & Economy Division in Paris. The Climate and Clean Air Coalition’s Technology and Economic Assessment Panel (TEAP) was established in 2023 as part of a two-year pilot initiative designed to help countries identify and scale promising, innovative, and often underfinanced short-lived climate pollutant (SLCP) mitigation solutions. The Panel provides evidence-based technical and economic assessments to support governments in translating SLCP mitigation opportunities into practical, investment-ready actions that deliver both climate and air quality benefits. They assess financial viability and investment readiness -- including for climate finance -- identifying policy and regulatory enablers where barriers exist, and highlight priority investment opportunities. The reports also define context-specific archetypes and key geographies for deployment, evaluate applicability across country settings (with a focus on emerging and developing economies), and draw on case studies to demonstrate scalable implementation, including performance and maintenance considerations over time. The CCAC Secretariat is seeking a “CCAC TEAP Behavioural Science Framework Consultant” to support and expand the delivery of the CCAC-TEAP's assessment and communications. The Consultant will develop a report identifying how to understand and integrate behavioral science and behavioral economics with relation to the adoption the CCAC-TEAP's work, identifying the key barriers and opportunities for adoption of super pollutant mitigation technologies in different contexts and sectors. The Consultant will also create a cross-cutting framework and a checklist applicable to all CCAC-TEAP products, in consultation with the TEAP Co-Chairs, Panel Members, and Secretariat team members. While many super pollutant mitigation technologies are technically proven and cost-effective, adoption at scale frequently lags behind what policy and financial analysis alone would predict. A substantial body of research in behavioural science and behavioural economics now offers well-established frameworks for diagnosing why. Barriers may relate to how choices are structured and presented, to trust in institutions and technologies, to social norms and habits among end users and intermediaries, or to frictions in service delivery and maintenance. The report will draw on this literature to build a framework that identifies where such barriers arise across the technology adoption pathway (from initial awareness through purchase or investment decisions to sustained and correct use) and matches them to practical intervention designs, including communication approaches. The accompanying diagnostic tool will be designed for routine use within future CCAC-TEAP knowledge products, so that behavioural considerations are assessed systematically alongside technical, economic, and policy dimensions, rather than treated as a secondary consideration. To produce the report, the Consultant should engage with peers and relevant stakeholders and implementers (to be determined with the supervisor) to make findings as accurate and grounded in research and latest knowledge in the sector as possible. Tasks and Responsibilities: 1. The report should contain the following: (a) Main report: Write a report of approximately 25 pages (not including annexes or diagrams) which builds a practical framework that identifies and maps behavioral barriers, adoption levers, and implementable programme designs (including communication). (b) Prepare a presentation that provides an overview of a behavioral framework to the Panel and the Secretariat. (c) Case studies and sectoral references: the consultant should include references, where applicable, to CCAC-TEAP focus areas which are used to illustrate barriers, intervention archetypes, and enablers, including where communication may play a key role. The report should consider developing and emerging economy contexts. Those examples may be drawn from the adoption of mitigation technologies and approaches in household energy, waste, agriculture, fossil fuels, cooling and transport. (d) Behavioral diagnostic tool (practical template/checklist): The report should include a practical analytical tool or assessment template which could be applicable to defining, understanding and acting on barriers and enablers regarding mitigation technologies, and their adoption and/or scaling. 2. Conduct consultations on the given topic with relevant technology providers and implementers as well as other stakeholders (private and public, to be determined with the supervisor) to make the findings as accurate and grounded in research and latest knowledge in the sector as possible. 3. Work closely with the Communications Team in the design process, including providing a list of illustrations and graphics needed, and providing feedback and approving accuracy of technical information presented.

Qualifications/special skills

- Masters-level university degree in behavioural science/economics, environmental psychology, environmental management, technology, sciences, or economics, or a related area. - A minimum of 4 years of professional and/or scientific experience related to behavioural science/economics in technology development and adoption is required and documented in the candidate’s profile. - A minimum of 2 years of experience in research or practical implementation or understanding of behavioural barriers, levers, and impacts in development projects or in collaboration with governments and implementers deploying climate and clean air mitigation solution is required. - Demonstrated experience in preparing reports/peer-reviewed publications on behavioural economics or environmental psychology by providing a reference to three reports/peer-reviewed publications authored or co-authored in the last 3 years is required. - Demonstrated experience in preparing and delivering presentations is required. - Demonstrated ability to produce clear, accessible and concise scientific and technical reports for policymakers is required. - Experience working in and conducting research in developing countries and an understanding of a range of country contexts is preferred.

Languages

- Fluency in English (written and oral) is required. Additional knowledge of other UN official languages are an asset.
