SI-COM II builds on Phase I and the NORAQ framework to strengthen migration governance in Iraq. The project supports the Government of Iraq and the Kurdistan Regional Government in developing coordinated, rights-based, and data-driven migration systems that improve reintegration, reduce irregular migration, and strengthen institutional capacity. Implemented by ICMPD, the Swedish Migration Agency (SMA), and the Swedish Police Authority (SPA), the project focuses on expanding Migrant Resource Centres (MRCs), strengthening migration governance institutions, advancing digital migration management, and improving border governance through implementation of the National Integrated Border Management Strategy.

In the Kurdistan Region of Iraq, the Project Officer supports the implementation and coordination of activities related to border management, migration governance, MRCs, and institutional capacity development. Reporting to the SI-COM II Project Manager, the role assists with project implementation, stakeholder coordination, monitoring, reporting, and the integration of human rights, gender equality, protection, and inclusion principles.

The position requires experience in migration management, border governance, or institutional capacity development, with stakeholder engagement skills. Experience applying human rights-based, gender-sensitive, and inclusive approaches is an asset. Fluency in English, Arabic, and Kurdish is required; knowledge of additional Iraqi languages or dialects is an asset.
