A FRAMING DOCUMENT FOR THE PABRA MODEL

ABOUT THE POSITION
The consultant will
provide specialist technical support to develop a strategic framing document
that captures and articulates the Pan-Africa Bean Research Alliance (PABRA)
approach to scaling bean innovations in Africa. The assignment will involve
evidence review, stakeholder consultations, analytical synthesis, and
preparation of a high-quality framing document for validation by PABRA and the
Capacity Sharing Accelerator.
SCOPE OF WORK
The
consultant will undertake the following tasks:
Conduct
a targeted review and synthesis of relevant PABRA literature, reports, and
supporting documentation to assess and
articulate PABRA's approach, experience, and lessons in scaling bean
technologies and innovations across Africa.Design
and undertake key informant interviews with selected stakeholders, including identified PABRA staff, KALRO scientists,
and CapSha representatives, to gather insights, validate findings, and identify
unique scaling mechanisms, enabling factors, and lessons learned.Analyze
and synthesize evidence from the
literature review and stakeholder consultations to develop a coherent narrative
and strategic framing of the PABRA scaling approach.Prepare
a draft PABRA framing document and facilitate iterative review processes with PABRA and CapSha technical
teams, incorporating feedback and recommendations.-
Revise
and finalize the framing document,
ensuring technical quality, consistency, and alignment with stakeholder inputs
and intended use.DELIVERABLES
Inception
note and consultation plan outlining the
methodology, key informants, and work plan for the assignment (Day 1).Draft
PABRA Framing Document incorporating
findings from the literature review, stakeholder consultations, and analytical
synthesis (Day 4).Final
PABRA Framing Document revised based on
feedback from PABRA and CapSha and submitted in publication-ready format ( Day 5)
EXPECTED LEVEL OF EXPERTISE
The consultant should demonstrate:
Systems thinking with
advanced knowledge of agricultural innovation scaling, seed systems, or
agricultural development in Africa.Experience in
undertaking program evaluations and reviews with strong analytical and
synthesis skills, and the ability to distill complex evidence into strategic
recommendations and narratives.Proven experience
conducting stakeholder consultations and translating findings into high-quality
technical products.Excellent report-writing
and communication skills
REQUIRED
QUALIFICATIONS AND EXPERIENCE.
Advanced degree in economics, development studies, systems design, or business
development.At least 10 years of experience in project or program evaluation and
reviews; experience with Africa-based multi-country operations is an asset.Demonstrated experience preparing reader-friendly, high-quality
evaluation frameworks and approaches and reports.Strong analytical, synthesis, and technical writing skills.
Full professional proficiency in English is required.
Experience in integrating strategic and socio-economic, quantitative
and qualitative evidence into evaluation reports.Familiarity with agricultural projects and agricultural innovation
systems in Africa is strongly preferred.
TERMS OF
EMPLOYMENT
This Consultant position is based in Nairobi, Kenya. The consultancy will
cover a period of 2 months (July 2026 –September 2026).
