Introduction

The position we are recruiting for is situated within the Substance use, harms and responses unit, and the selected candidate will be reporting to the Head of the Early warning, alert and laboratory network (EAL) sector.

The job holder will contribute to the EUDA actions that support and strengthen national and EU-level preparedness and responses to cross-border security and public health threats caused by illicit drugs, new psychoactive substances, their metabolites and precursors, as well as related substances such as adulterants, diluents and impurities by providing expertise to detect, assess and respond to serious drug-related risks.

In particular, the job holder will support the collection, validation, analysis and management of data relevant to the Early warning, alert and laboratory network sector. They will contribute to the development and maintenance of data systems and processes that enable effective monitoring and reporting on the new psychoactive substances and drug situation in Europe.

The successful applicant will be requested to perform the following main tasks and responsibilities:

Data management and analysis

• Collect, collate, clean, validate and manage EAL specific data from various sources.
• Conduct data analysis to support evidence-based decision-making.
• Maintain and enhance databases, tools and workflows for data management relevant to EAL sector.
• Contribute to the preparation of reports, dashboards and other analytical outputs.
• Collaborate with internal and external stakeholders to ensure data quality and consistency.
• Contribute to the conceptualisation, development and implementation of appropriate data collection instruments, systems and data analysis procedures relevant to EAL sector.
• Manage the electronic submission of datasets reported to the EAL sector.
• Contribute to the management and implementation of data collection exercises within EAL sector.
• Contribute to the visualisation of datasets.
• Review EUDA outputs for accuracy and the appropriate use of data.
• Participate in activities to evaluate and improve the quality of the data/information received by the EUDA.

Support to the implementation of early-warning system, risk assessment, and drug alert system

• Prepare, format and analyse datasets under their responsibility and prepare input to relevant EUDA products.
• Contribute to the management, analysis and reporting of data under their responsibility submitted to and collected by the EUDA.
• Contribute actively to the implementation of EAL sector tools and guidelines.
• Support the preparation and production of publications and reports, including Initial Reports, Technical Reports and Risk Assessment Reports.
• Prepare and conduct quantitative and qualitative analyses of datasets using a range of methods in the area(s) under their responsibility and to liaise with external data providers, where appropriate.
• Contribute to the development of the sector’s website.
• Contribute to ad hoc and ongoing cross-unit projects as required by the overall work programme of the EUDA.
• Support the preparation of technical presentations for scientific and institutional meetings, training events, and any other events relevant to the work of the agency.

System development

• Support the maintenance and contribute to the development of existing EAL databases, such as the European Database on New Drugs.
• Assist with the development and implementation of data reporting and management tools and instruments.
• Contribute to the conceptualisation of new reporting tools.
• Support the development of methodologies, processes and procedures relevant to the sector.

Cooperation

• Liaise with external stakeholders and partners from expert networks.
• Participate in internal scientific cooperation projects and exchanges of information and expertise with other EUDA project managers and scientific analysts.
• Work effectively with other EUDA sectors and units on multidisciplinary projects.
• Undertake any other duties that may be assigned by the Head of Unit or Head of sector in relation to the purpose of the post.

Representation

• Represent the EUDA in meetings and the SHR unit and EAL sector at technical, administrative and scientific meetings relevant to the job holder’s field of work, in consultation with the Head of unit/sector.

Eligibility requirements

• Be a national of one of the Member States of the European Union, Norway or Türkiye;
• Have fulfilled any obligations imposed by the laws concerning military service, if applicable;
• Produce the appropriate character references as to the suitability for the performance of the required duties;
• Be physically fit to perform the duties of the post.
• Have a level of post-secondary education attested by a diploma, or a level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of at least three years.
• Possess a thorough knowledge (mother tongue or minimum level C1) of one of the official languages of the European Union and, a proven satisfactory knowledge (minimum level B2) of another of these languages to the extent necessary for the performance of the required duties.

Essential requirements

• A completed university degree in a relevant subject (such as data science, informatics, mathematics, chemistry, pharmacology, toxicology, forensic science, medicine, public health, pharmacy, or similar).
• At least three years of relevant professional experience in data analysis, reporting and data management in the drugs field or a related public health or security field.
• Experience in preparing publications and managing, cleaning, validating and analysing complex datasets using a range of methods.
• Experience supporting the management, maintenance or development of databases or data reporting systems.
• Experience using data management, analytical and data visualisation tools.
• Track record of writing technical reports and presenting to diverse audiences.
