UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women has been providing continued support to partners in Armenia to increase meaningful participation of women in peace and security agenda. Under the current biannual workplan (2026-2027) of UN Women Armeniaand in line with UN Sustainable Development Cooperation Framework (UNSDCF) 2026 – 2030 in Armenia, UN Women supports the Government of Armenia to develop and implement National Action Plans for the implementation of UN Security Council Resolutions on Women, Peace, and Security 1325 (2000) et al. and to achieve targets of the nationalized SDG 5 and 16.
UN Women in Armenia works to advance the Women, Peace and Security (WPS) agenda by promoting women’s full, equal and meaningful participation in peace, security and recovery processes. Through technical assistance, capacity development and multi-stakeholder partnerships, UN Women supports the implementation and localization of the third National Action Plan on Women, Peace and Security, strengthens the capacities of state institutions and civil society organizations, fosters women’s leadership and participation in decision-making, and enhances the resilience and economic empowerment of conflict-affected women. These efforts contribute to inclusive, gender-responsive peacebuilding, governance and sustainable peace in Armenia, while supporting the country’s implementation of its international, regional and national commitments on Women, Peace and Security.
Reporting to the Programme Specialist based in Yerevan, Armenia, under the overall guidanceof the UN Women Country representative Country Representative in Georgia and Liaison for the South Caucasus, the Programme Analyst contributes to the effective management and implementation of UN Women’s Women, Peace and Security (WPS) portfolio in Armenia and the South Caucasus by providing substantive technical support to programme design, implementation, monitoring, evaluation, and reporting. The incumbent will receive technical oversight by the senior WPS advisor South Caucasus in providing high-level technical guidance, ensuring quality programme delivery in compliance with UN Women policies and procedures, and monitors results to strengthen programme performance and identify opportunities for improvement.
The Programme Analyst leads policy dialogue, advocacy, capacity development, and inter-agency coordination to advance the implementation of the WPS agenda in Armenia. The position develops and maintains strategic partnerships with government institutions, civil society organizations, academia, think tanks, development partners, donors, and the United Nations system, while contributing to resource mobilization and the expansion of the WPS portfolio. The incumbent also supports regional WPS initiatives in close collaboration with the regional WPS team.
Working in close collaboration with programme and operations teams in Armenia, the Georgia Country Office, and the Regional Office, the Programme Analyst ensures the effective delivery of the WPS portfolio in alignment with the UN Women Strategic Plan, the Armenia Biannual Work Plan, regional priorities, and national commitments under the Women, Peace and Security agenda.
Scope of Work:
1. Contribute technically to the development of programme strategies in the area of regional WPS programme
- Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives; and
- Identify areas for support and intervention related to the programme.
2. Provide substantive technical support to the implementation and management of the regional WPS programme
- Provide technical inputs to the annual workplan and budget;
- Lead the implementation of programme activities;
- Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports; and
- Train partners on Results Based Management and monitor implementation.
3. Provide technical assistance and capacity development to project/programme partners
- Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products;
- Maintain relationships with national partners to support implementation and expansion of the regional WPS programme; and
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
4. Provide technical inputs to the monitoring and reporting of the programme/project
- Monitor progress of implementation of activities and finances using results based management tools;
- Draft reports on monitoring missions, programme results s, outputs and outcomes; and
- Provide substantive inputs to the preparation of donor and UN Women reports.
5. Provide substantive technical inputs to the management of people and finances of the WPS programme
- Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
- Provide substantive inputs to financial reports; and
6. Provide substantive inputs to building partnerships and resource mobilization strategies
- Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles; and
- Participate in donor meetings and public information events, as delegated.
7. Provide technical support to inter-agency coordination on WPS to achieve coherence and alignment of UN Women programmes with other partners in the country (UNSCDF 2026 – 2030 Outcome 4 meetings; WPS sub-group meetings)
- Provide substantive technical support in inter-agency coordination.
9. Provide substantive inputs to advocacy, knowledge building and communication efforts
- Develop background documents, briefs and presentations related to WPS;
- Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products; and
- Coordinate the development of knowledge management methodologies, and products on WPS.

Minimum Qualifications:
Education and Certification:
- Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
Experience:
- At least 2 years (with a Master's degree) or 4 years (with a Bachelor's degree) of progressively responsible professional experience in programme management and implementation in the areas of gender equality, women, peace and security, peacebuilding, conflict prevention, humanitarian action, or governance.
- Demonstrated experience in designing, implementing, monitoring and reporting on complex, multi-stakeholder programmes, preferably at the regional or multi-country level.
- Experience applying Results-Based Management (RBM), results monitoring, and donor reporting frameworks.
- Experience managing partnerships with government institutions, civil society organizations, women's organizations, UN agencies and development partners.
- Experience managing grants and partnerships with implementing partners, including proposal review, partner capacity assessments, monitoring, and reporting.
- Experience contributing to resource mobilization, proposal development, and donor engagement.
- Experience organizing and facilitating technical consultations, trainings, workshops, and knowledge-sharing events.
- Experience working in conflict-affected, post-conflict, or fragile contexts is highly desirable.
- Experience within the UN system or another international organization is an asset.
Languages:
- Fluency in English and Armenian languages is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
