1. SUMMARY 


Within NATO’s International Staff (IS), the NATO Human Resources (NHR) Office is comprised of five pillars: Talent Management; Staff Services; NATO-wide HR Policy and Strategy Coordination; Organisational Design and Development and the HR Digital Services.

Within the Talent Management Section, Human Resources Officer (HRO) provides day-to-day operational HR support to assigned Divisions/Independent Offices (Divs/IOs). The role ensures accurate HR administration, timely coordination, effective onboarding and consistent application of HR policies and procedures. The HRO acts as the first point of contact for staff inquiries. They support HR processes, in close collaboration with and guided by the HR Business Partners.


 

2. QUALIFICATIONS AND EXPERIENCE


The incumbent must:

• possess a university degree or an equivalent level of qualification;
• have at least 3 years of administrative management experience, ideally in an international organisation and/or environment;
• have experience in roles requiring customer service and advisory skills;
• have very good communication skills and be able to act with tact, diplomacy and discretion;
• possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; and III (“Intermediate”) in the other.

The following would be considered an advantage:

• experience in HR administration, recruitment, or other areas of HR; 
• familiarity with NATO work-flows, procedures and practices.

3. MAIN ACCOUNTABILITIES


Stakeholder Management. Act as the initial point of contact for operational HR and policy related queries from managers and staff in various HR fields in a timely manner. Be the key HR contact for Div/IOs for the onboarding of newcomers by supporting and coordinating with all relevant NHR sections the end-to-end onboarding administration for all categories of staff, such as NATO International Civilians (NICs), Voluntary National Contributions, temporary staff, and interns.

Planning and Execution. Provide accurate and high-quality HR support to the Div/IOs in their assigned portfolio. Within this context, work with the Talent Acquisition Unit to ensure a smooth and timely recruitment process and to provide guidance on recruitment processes to hiring managers. Act as the HR Representative and/or as the Panel Secretary in selection panels. Provide administrative support for internal transfers, analyse and coordinate alternative staffing options with other NHR sections. Constructively contribute to cross-functional HR projects and initiatives.

Information Management. Proactively monitor the lifetime of contracts for NICs and temporary staff. Initiate and coordinate the appropriate measures with Managers, in close coordination with Staff Services. On HR-policy related queries, work in close coordination with the NATO-wide HR Policy and Strategy Coordination Section. Contribute to the coherence and completeness of HR information, tracking tools or repositories, in collaboration with the HR Digital Services Section.

Knowledge Management. Effectively manage knowledge and information by providing insight into current operational issues, anticipating impacts and sharing with HR colleagues views gained through experience, to improve services and enable efficiencies. As required, support HRBPs with people related issues for the Div/IOs in their respective portfolios across a range of topics.

Perform any other related duty as assigned.


 

4. INTERRELATIONSHIPS


Reporting Line: The incumbent reports to the Team Leader, HR Officers.
Interactions: The HRO closely works with Sections and Units across NHR to ensure proper application of HR policies and procedures as well as coordination and communication. They maintain efficient and collegial working relationships with the other HROs and their assigned Div/IOs and ensure business continuity.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. These circumstances are described in the IS directive on twin-graded posts.
