The Air Transport Bureau (ATB) carries out activities under the Organization’s Strategic Goals: Security and Facilitation, Economic Development of Air Transport, and Environmental Protection. It is responsible for the provision of expert assistance required by the Assembly, Council, Air Transport Committee (ATC), Committee on Unlawful Interference (UIC), Committee on Joint Support of Air Navigation Services (JSC), Committee on Aviation Environmental Protection (CAEP) and the specialized conference, divisional, panel and working group meetings related to these three Strategic Objectives. The Facilitation (FAL) Section is one of the four Sections of the Aviation Security and Facilitation (ASF) within the Air Transport Bureau (ATB), charged with delivering results in line with ICAO’s Strategic Goal – Aviation Delivers Seamless, Accessible, and Reliable Mobility for All. Its primary responsibility is to develop and update Standards and Recommended Practices (SARPs) related to the facilitation of the international air transport system, as set out in Annex 9 — Facilitation, and to support Member States in implementing SARPs. The Section manages and oversees the work programme of the Facilitation Panel (FALP) and its working groups. The Section is equally responsible for activities related to the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, including the development of specifications for Machine Readable Travel Documents (MRTDs), published as Document 9303; the work programme of the Technical Advisory Group on TRIP (TAG/TRIP) and its working groups; and the operation of the ICAO Public Key Directory (PKD). It provides Secretariat support to the Assembly, the Council and its Committee, particularly the Air Transport Committee (ATC) and the PKD Board. In addition, the FAL Section is responsible for fostering cooperation with other United Nations agencies and international Industry organizations. The incumbent reports directly to the Deputy Director of Aviation Security, Cybersecurity and Facilitation (DD/ASF), from whom s/he seeks advice and guidance on complex technical and managerial issues. S/he supervises all Professional and General Service staff of the Section and is responsible for the quality of services delivered by all Section staff. The supervisory role includes providing technical supervision, coaching, and performance evaluations, as well as delegating and distributing tasks and setting their priorities.

Responsibilities

Function 1 (incl. Expected results) Leads and manages the facilitation and all related work programmes and items included in Annex 9, achieving results such as: • Ensure the integrated, comprehensive and timely analysis, planning, delivery, assessment and reporting of facilitation-related projects and activities by developing the overall strategic and policy direction. • Update and maintain Annex 9 and guidance material, providing support to the Facilitation Panel to ensure that the global aviation facilitation policy framework is relevant and forward-looking. • Align projects and activities with Assembly and Council decisions, ICAO’s policies and strategies, and available resources. • Ensure the coordination of projects and activities with other programmes, such as aviation security, to optimize synergies and to maximize the growth of air passenger and cargo traffic in a seamless and secure manner. • Ensure coordination with other sections within ICAO on Facilitation-related matters, including the auditing of various Annex 9 Standards under the Universal Security Audit Programme and the Universal Safety Oversight Audit Programme. • Promote States’ compliance with Annex 9 SARPs. • Foster partnerships with other international and regional organizations and with industry (air transport operators and airports). • Provide effective and efficient support to the governing and technical bodies of the Organization, including the Assembly, the Council, the Air Transport Committee, the Facilitation Division sessions, the Facilitation Panel, as well as respective working groups, and any other constituent body related to Annex 9. • Represent ICAO’s interests and objectives at meetings of other international organizations related to Facilitation. Function 2 (incl. Expected results) Leads and manages work programmes related to traveller identification management in accordance with the ICAO TRIP Strategy, achieving results such as: • Ensure the integrated, comprehensive and timely analysis, planning, delivery, assessment and reporting of MRTD-related projects and activities, including the implementation of MRTDs and the use of reading systems such as Automated Border Controls (ABCs) for travel document inspection. • Develop proposals to enhance ICAO specifications for MRTDs (Doc 9303), as well as guidance material to uniquely identify individuals. • Align projects and activities with Assembly and Council decisions, the ICAO TRIP Strategy, and available resources. • Stimulate partnerships with State authorities, international and regional organizations, industry and other stakeholders to secure their full commitment to achieving States’ compliance with the implementation of MRTDs in accordance with Doc 9303 and with border control reading systems. • Provide effective and efficient support to the governance and technical deliberative bodies of the Organization, including the Assembly, the Council, the Air Transport Committee, and the TAG/TRIP, as well as the respective working groups and any other relevant body related to traveller identification management. Function 3 (incl. Expected results) Leads and manages the PKD programme, including governance, management, administration and operations, achieving results such as: • Manage all PKD-related activities to ensure the smooth operation of the Programme, including necessary capacity-building activities. • Make recommendations for new or improved PKD managerial and operational procedures, as well as for the Programme’s strategic direction, including its evolution and possible extensions. • Liaise continually with the PKD Board Chairman and members and participate in PKD Board meetings as necessary. • Promote PKD membership and liaise with external representatives, the PKD Board and the Operator. Function 4 (incl. Expected results) Coordinates capacity building and assistance activities for the benefit of States’ programmes, with focus on the establishment of partnerships to recruit and mobilize financial and in-kind resources, achieving results such as: • Coordinate planning, delivery, assessment and reporting of technical assistance and capacity development projects and activities related to Annex 9, across Headquarters and Regional Offices. • Maintain open, productive lines of communication and relationships with ICAO Regional Offices, State authorities, international and regional organisations, industry and other stakeholders to provide necessary assistance to States. • Negotiate with States and other donors to conclude capacity-building agreements and partnerships. • Develop and prepare ICAO’s strategies and proposals to mobilize resources in the facilitation field. • Facilitate access to the necessary financial and technical resources, including expertise from financial institutions, for States that require assistance with implementing Annex 9 SARPs, have not yet implemented MRTDs, or need support to upgrade their systems and infrastructure. • Organize and oversee the implementation of regional seminars, global symposia (including but not limited to TRIP global and regional symposia) and other advocacy and promotion initiatives to address the needs of States and provide technical assistance and capacity-building support to States in need. Function 5 (incl. Expected results) Leads and provides subject matter expertise, quality assurance oversight to support Facilitation training and technical projects, development and implementation in collaboration with the Capacity Development and Implementation (CDI) Bureau, achieving results such as: • Design and develop project concept and charter to address the gaps outlined in needs analysis reports, including feedback received from State letters and the EFOD System. • Provide oversight, management, and overall coordination support to ensure proper content development and effective validation of project material. • Serve as Facilitation focal point supporting the development of training and Implementation Packages (iPacks) material, partnerships, and other project implementation initiatives under CDI, including other relevant Bureaus/Sections of ICAO. • Provide technical input and subject matter expert guidance during the vetting and selection of SME’s in facilitation, to be rostered for implementation iPacks to the States. • Contribute to end-of-assignment reports, post-evaluation impact reports for facilitation projects, and document lessons learnt for presentation to management for approval. • Provide oversight, support and coordinate the processes development and validation of Facilitation training materials. Function 6 (incl. Expected results) Supervises and manages the Facilitation Section, achieving results such as: • Ensure alignment of the Section's activities with ICAO’s Strategic Goals, policies, regulations and business plans. • Proactively identify and resolve issues that impede the effective and efficient conduct of the Section's activities. • Develop and decide on section-level business systems and practices that are in keeping with ICAO’s rules and policies, and that provide maximum support to the effective and efficient conduct of the Section’s operations. • Effectively manage resources in the Section by encompassing all dimensions of management, including maximizing the performance of staff, teams and the contribution of external partners to ICAO activities, and succession planning. • Oversee the orderly and safe conduct of missions carried out by Section staff. • Integrate planning, execution and reporting processes related to revenue-generating activities in cooperation with the relevant Sections in charge. • Review and control working papers, reports, briefings and other deliverables. Essential: An advanced level university degree (Masters’ degree or academic equivalent) in a civil aviation-related field, international affairs, public/business administration, security or law, or related field, is required. A first-level university degree in combination with two (2) additional years of qualifying experience in a civil aviation-related field, international affairs, public/business administration, security or law, or related field, may be accepted in lieu of the advanced university degree. Desirable: Professional qualification in international management or specialized training in the administration of customs or immigration law.

Work Experience

Essential: • A minimum of ten (10) years’ experience in progressively responsible positions with accountability for work related to facilitation of border clearance, issuance of MRTDs, and/or managing facilitation, border clearance-related programmes or other domains of air transport facilitation, including at least three years with the civil aviation community (government, inspection agency, national identity and travel document issuance authorities, civil registries, passport offices, immigration, customs and other border inspection and law enforcement agencies, airlines, airports or international organizations), is required. • Experience with the legal framework of travel document issuance and border management, is required. • Experience with Annex 9 to the Convention on International Civil Aviation, and Doc 9303 Machine Readable Travel Documents and other guidance material, is required. • Experience in effectively communicating with a wide variety of audiences on an international basis, in cultivating productive relationships with diplomacy and tact, is required. • Experience in automated data processing systems and electronic data interchange capabilities, is required. Desirable: • Experience in developing professional relationships with senior officials at key institutions whose activities are related to international civil aviation, is desirable. • Experience in facilitation-related international Conventions, ICAO SARPs, and associated guidance material and documents, is desirable.
