Context

This position is located in the UNODC, BMB, GMCP Indian Ocean East (IOE) team under the purview of Regional Office for South Asia (ROSA) and is based in Malé, Maldives. The overall guidance will be provided by the Regional Representative of ROSA. Under the direct supervision of the Regional Programme Coordinator, the incumbent will assist with implementation in line with written guidelines and instructions developed by UNODC on project cycle management and project implementation. The incumbent will work in close team with other colleagues of the project in the Indian Ocean East region as well as at relevant sections of UNODC, to create synergy and achieve full coordination of project activities and effective project partnerships.

Task description

Under the direct supervision of the Regional Programme Coordinator, Indian Ocean East team, GMCP, UNODC, the UN Volunteer will undertake the following tasks:

• Assist the Regional Programme Coordinator and Maldives team in identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement and maritime law reforms in the region;
• Support the GMCP IOE with substantive knowledge in implementing the programme activities in the Maldives;
• Provide assistance with monitoring and evaluation, preparation of summary reports based on SWOT analysis, activity surveys and outcome reports.
• Help with the implementation of regional-level capacity-building programs and joint exercises in Maldives collaborating with other partners;
• Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc, relating to maritime crime issues in the Indian Ocean East region;
• Support in designing and implementing regional-level capacity-building programs and joint exercises, in collaboration with other regional organisations;
• Assist in Improving communication and information-sharing among the regional organisations collaborating with GMCP, to enhance maritime security in the Indian Ocean.
• Provide technical support to the team members in preparing and co-ordinating relevant meetings, workshops, conferences, etc. on maritime security, including proposing agenda topics, identifying and proposing participants, preparing back-ground documents and presentations, handling logistics, etc;
• Support field missions to locations in the Indian Ocean East region where GMCP carries out programme activities, including provision of substantive and administrative support, data collection, etc.;
•Contribute with substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends in terms of maritime security, participation in evaluations or research activities and studies;
• Perform any other duties as required/assigned.
