Traineeship offer

The main aims of traineeships at the European Union Drugs Agency (EUDA) are to give recent university graduates the opportunity to:

  • a) experience the general objectives and process of European integration;
  • b) acquire practical knowledge of the workings of a European agency;
  • c) gain practical experience and knowledge of the day-to-day work of the EUDA and its units;
  • d) work in a diverse and multilingual environment, contributing to the development of mutual understanding, trust and tolerance;

TR/2027/01 - Human resources management sector (HRMS)

  • HR process mapping and redesign (end-to-end workflows).

TR/2027/02 - Communication unit (COM) and Human resources management sector (HRMS) - shared assignment

Support the implementation of the Internal Communication Strategy and the People and Culture workstream of the Organisational Development Plan by creating engaging internal communication, supporting employee engagement initiatives and contributing to learning and organisational development across the agency.

  • Create engaging content for the intranet, email, presentations and other internal communication channels.
  • Support the development of communication campaigns, storytelling and messaging for HR initiatives and organisational change.
  • Contribute to the design and delivery of learning, training and facilitation materials.

  • Be part of the team in the development of new digital products and features for the EUDA website, proposing ideas, helping with user-testing, working with contractors, providing constructive feedback.

TR/2027/04 - Communication unit (COM)

The Lisbon Addictions conference represents a major communications undertaking requiring significant preparatory work, coordination with multiple stakeholders, and intensive support before, during and after the event. The trainee would provide additional capacity to ensure the timely delivery of communications activities managed by the EUDA and help maintain the quality and effectiveness of event-related outreach and engagement.

  • Support communications campaigns and content production. Assist in creating, updating and disseminating promotional and informational content for events, publications and other communication activities; draft, edit and proofread content in English for different communication channels.
  • Support event communications planning and delivery. Contribute to the planning and implementation of communications activities linked to the Lisbon Addictions Conference, the unit's framework contract projects supporting the agency's Communication Strategy, and other external events; assist with communication timelines, content scheduling and coordination of deliverables.
  • Liaise with stakeholders and contractors. Assist with organising meetings, coordinating with external contractors and maintaining effective communication with internal colleagues and external partners; follow up on actions and support day-to-day project coordination.
  • Manage communications assets and event materials. Prepare, update and organise communication and event materials, including presentations, signage, publications and digital assets, ensuring accuracy, consistency and timely availability.
  • Provide operational support for events. Contribute to the successful delivery of the Lisbon Addictions Conference and other events by providing practical communications and logistical support before, during and after events, including registration, speaker support and on-site coordination.

  • Supporting the preparation of the Single Programming Document (SPD), Consolidated Annual Activity Report (CAAR), annual Management Plan and quarterly performance reviews (QPRs).
  • Assisting with the monitoring of organisational planning and KPI tracking, including data collection, validation and quality checks.
  • Supporting activities related to the implementation and follow-up of the EUDA Strategy 2030 project.
  • Contributing to presentations, reporting products and other outputs.
  • Contribute to internal communication on the team’s activities and outputs across the agency, for example through preparation of summaries, visual products and content for internal channels (such as the HumHub space).
  • Support the identification and adoption of innovative methods and tools for planning, performance management and reporting, in particular AI-powered tools, Power BI or similar platforms.

TR/2027/06 - Information and communication technology unit (ICT), Service delivery sector (SDS)

The traineeship will provide hands-on experience of a full application development lifecycle within a real organisational setting, enabling the trainee to gain insight into how digital solutions are planned, designed, implemented and delivered in support of business needs, using a low-code platform.

  • Contribute to the identification and definition of a concrete business use case, including the analysis, structuring and documentation of functional and technical requirements in close interaction with stakeholders.
  • Design, develop and iteratively refine a Mendix-based application, taking an active role in shaping the solution through model-driven, low-code development approaches. Where feasible, the trainee may choose to work towards a recognised Mendix certification as an optional element of their professional development.
  • Independently drive substantial parts of the development process in a supervised but autonomous manner, including implementation, testing and documentation of the solution.
  • Participate in stakeholder engagement activities, validating requirements and demonstrating developed functionalities to ensure alignment with organisational needs.
  • Support the management of the application lifecycle, including version control (e.g. GitHub), quality assurance and preparation for deployment in a production environment.

TR/2027/07 - Partnerships and innovation unit (P&I), Research, innovation and foresight team (RIFT)

  • Contribute to scientific content development and synthesis. Support the review and analysis of scientific literature, and assist in drafting concise summaries tailored to policy, scientific and general audiences, including identifying implications for the EUDA's areas of work, in particular for research and innovation. Demonstrate openness to engage with topics beyond their immediate areas of expertise and contribute to analysing their relevance and implications for the EUDA's mandate.
  • Support EUDA research monitoring and data activities. Contribute to ongoing drug-related research monitoring (2026–2027), including data collection, use of online tools, basic data management and descriptive analysis, and mapping EU-level research platforms and initiatives.
  • Support EUDA foresight activities. Contribute to the regular update of the foresight horizon scanning by updating the database of signals and trends in domains related to social, political, technological, economic and legal developments.
  • Assist in communication and dissemination efforts. Support RIF communication activities by contributing to editorial planning, drafting content for internal and external channels, and helping coordinate communication workflows across units.
  • Provide support to coordination and project management tasks. Assist with the organisation of meetings, preparation and management of documents, tracking of deliverables, and day-to-day coordination of project activities within a multidisciplinary team.

TR/2027/08 - Partnerships and innovation unit (P&I)

  • Support the development and maintenance of civil society organisations database using public tools (e.g. Excel), ensuring accuracy, consistency and regular updates.
  • Assist in mapping and profiling civil society organisations and other relevant stakeholders engaged with the EUDA.
  • Contribute to the organisation and structuring of data related to stakeholder engagement activities, including meetings, consultations and platform participation.

  • Contribute to preparing analytical inputs supporting engagement with third countries (briefing notes, memos, working arrangements, technical cooperation projects proposals, international targeted policy analysis).
  • Support the preparation of a high-level side event at Lisbon Addictions, the 2027 geostrategic discussion, meetings and workshops focusing on international and geostrategic dimensions – requiring end-to-end support (concept, agenda, speaker coordination, briefing, follow up outputs).

TR/2027/10 - Policy, crime and markets unit (PCM), Crime, markets and precursors sector (CMP)

Support the implementation of EUDA work on drug precursors by contributing to monitoring, analysis, and coordination activities linked to synthetic drug production and precursor control.

  • Improving the collection of data on precursor monitoring and assisting with data quality and validation.
  • Support to early warning and threat identification.
  • Contribute to reports and briefings related to precursors and drug production.
  • Analysis of evidence collected and compilation of case studies and presentation of precursor work.

TR/2027/13 - Substance use, harms and responses unit (SHR), Health and social responses sector (HSR)

  • Support the sector's organisational activities, such as the Health and Social Responses meeting.
  • Collaborate in the development of the webinars, the Best Practice Portal and the Responses Guide.
  • Support the project management, organisational and technical implementation of ongoing projects, including evidence gap maps (EGMs), expert knowledge elicitation (EKE), and the awareness raising for drug-related issues project.
  • Participate in sector meetings, supporting preparation to representing the agency/sector at conferences and meetings, identifying their own project.

TR/2027/14 - Substance use, harms and responses unit (SHR), Drugs use, harms and addictive behaviours sector (DHAB)

  • Support data quality and validation work for DHAB data collection systems, including running validation rule scripts and helping to provide feedback reports for data submitters.
  • Assist in building and maintaining metadata documentation, including maintaining and developing inventory datasets and data dictionaries for key indicators.

  • Provide general data management and analysis support, including the updating and organising R scripts, maintaining version-control documentation using GitHub, and updating of SQL scripts.

  • Support the operation of the systems implemented by the EAL sector according to the candidate's expertise, namely the European Union Early Warning System, the European Drug Alert System, and the Network of Forensic and Toxicological Laboratories.

1.1. Eligibility requirements

The selection procedure is open to applicants who satisfy the eligibility criteria below, on the closing date for application.

General requirements

  • Be a national of one of the Member States of the European Union, Norway or Türkiye.
  • Have fulfilled any obligations imposed by the applicable laws concerning military service.
  • Be physically fit to perform the duties of the post.

Education requirements

  • Trainees shall have completed the first cycle of a higher education course (university education) and obtained a full degree or its equivalent by the closing date for applications. Candidates must provide copies of diplomas or the relevant official certificates for all university or post-university studies

declared in their application. Where studies are declared to be ongoing, an official declaration from the respective university must be provided. The EUDA shall only accept qualifications that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the EU Member States. Degrees awarded by the United Kingdom up to 31 December 2020 are considered valid.

  • Trainees shall have obtained their most recent higher education degree (graduate, postgraduate or doctoral) no more than three years before the deadline for applications.

2. Submission of applications

Procedure

  • Applicants for a traineeship shall apply through the EUDA e-recruitment tool, which is accessible through this link: https://e-recruitment.euda.europa.eu.
  • The EUDA's Human Resources Management Sector (HRMS) will screen applications to ensure they meet the eligibility criteria and will transmit them to the traineeship supervisor. Heads of units will select candidates on the basis of their qualifications, interviews, and case studies which may be organised where necessary.
  • Traineeships will be offered to the successful candidates, subject to an agreement on the starting period and length of the traineeship. The traineeship programme will start on 11 January 2027 and end on 10 December 2027. Candidates are requested at the time of their application to provide information on their availability.

3. Conditions of traineeship

Location

The traineeship will be based in Lisbon, Portugal, where the EUDA has its seat.

Remuneration

Trainees in paid traineeships receive a grant of 25 % of the basic monthly salary of a temporary member of staff in grade AD 5 step 1, adjusted by the correction coefficient for Portugal. This corresponds to EUR 1 421.26.

Trainees whose place of origin is not Greater Lisbon are entitled to reimbursement of the travel expenses incurred at the beginning and end of the traineeship. The travel expenses are calculated on the basis of the trainee’s residence as indicated in the application and based on the most economical route by train (second class), including, where necessary, a sleeper (second class), or air travel if this is cheaper. The travel expenses will be reimbursed only upon presentation of supporting documents.

Protection of personal data

All personal data collected for this selection process will only be used for the purposes of this selection procedure and will in no case be transmitted to any third party.

Any data provided will be treated in the strictest confidence and with high standards of security.

All documents provided to the EUDA during this selection procedure will be kept in the EUDA’s files and will not be returned to applicants.

Application documents will only be kept for as long as it is mandatory to fulfil the requirements of existing auditing/control procedures applicable to the EUDA.
