Background

As part of IRC Jordan's preparation for the introduction and contextual adaptation of the Safe at Home approach in Jordan, IRC Jordan is seeking a qualified individual consultant to undertake this assignment.

Safe at Home is an IRC Impact at Scale approach under the Safety Outcome Strategy. It is an inclusive and integrated protection program approach designed for humanitarian settings to prevent and respond to co-occurring intimate partner violence and child maltreatment. The approach recognizes the shared risk factors and overlapping consequences of violence against women and violence against children within the home, including the heightened risks experienced by women and children with disabilities and older persons.

The Safe at Home Resource Package combines gender-transformative violence prevention with strengthened response services. It includes technical guidance, curricula and tools to be used with  women's, men's, and family groups; program implementation; facilitation and training; monitoring and evaluation; child protection and GBV case management guidance; disability and older-age inclusion; and program learning.

IRC Jordan is seeking an individual consultant to technically review and proofread the completed Arabic translations produced, ensure their appropriateness to the Jordanian context, and align them with the terminology, language, and contextual framing of Jordan River Foundation (JRF) curricula. This alignment is intended to facilitate the future integration of relevant Safe at Home content into JRF curricula; the consultant will not implement that integration under this assignment.

The Arabic materials to be technically reviewed, proofread, and contextually adapted are expected to comprise more than 997 pages. The final volume will depend on the completion and translation of materials that are still under development.

In parallel, the consultant will work with IRC and the National Council for Family Affairs (NCFA) to conduct an institutional and service mapping relevant to Safe at Home implementation and referral pathways in Jordan. The assignment will not involve the collection or review of individual case files, survivor records, or personally identifiable information.

Objectives

The main objectives of the consultancy are to:

  • Technically review, edit, and proofread the Arabic Safe at Home translations against the English source materials.
  •  Review to ensure that the Arabic translation and contextual adaptation to ensure alignment, where appropriate, with the terminology, language, and contextual framing used in relevant JRF curricula to facilitate future integration of relevant Safe at Home content into those curricula.
  • In coordination with NCFA, map and analyze institutions and services relevant to Safe at Home implementation and referral pathways in Jordan.
  • Map existing programs and curricula similar to Safe at Home that are implemented in Jordan and
  • Identify service gaps, accessibility barriers, coordination opportunities, potential partnership roles, and capacity-strengthening priorities.

Scope of Work & Key Tasks

Task 1: Initial Review and Work Planning

  • Participate in an initial meeting with IRC Jordan, JRF, and NCFA to confirm the scope, methodology, roles, timeline, review and approval process.
  • Review the English source materials and the complete Arabic translation package, expected to comprise more than 997 pages.  Review and refine the draft Arabic–English terminology glossary and translation style guide prepared under the translation assignment.

Deliverables: Approved workplan and review methodology, initial service-mapping framework and stakeholder list, and revised Arabic–English terminology glossary and translation style guide.

Task 2: Technical Proofreading and Contextual Adaptation

  • Compare the Arabic translations against the English source materials and correct omissions, mistranslations, unclear language, and inconsistent technical terminology.
  • Review language, examples, references, institutional roles, activities, and facilitation instructions for appropriateness to the Jordanian context.
  • Ensure alignment with relevant GBV, child protection, safeguarding, disability inclusion, older-person inclusion, case-management, safe-referral, best-interests-of-the-child, do-no-harm, and survivor-centered principles.
  • Preserve the evidence-based core components, learning objectives, structure, sequencing, and technical meaning of Safe at Home.
  • Document all technical corrections, contextual adaptations, questions, and substantive changes and submit them for IRC technical review and approval before finalization.

Deliverables: Technically reviewed and contextually adapted Arabic materials, correction and query log, contextual-adaptation matrix, finalized glossary and style guide, and quality-assurance checklist.

Task 3: Institutional and Service Mapping

In close coordination with IRC and the National Council for Family Affairs (NCFA):

  • Review available service maps, referral pathways, and institutional assessments before conducting additional consultations.
  • Map relevant governmental institutions, national and local organizations, community-based actors, and private service providers involved in GBV and child protection prevention and response (specifying their mandate, role, and relevance to Safe at Home implementation and referral pathways
  • Cover GBV and child protection prevention and response interventions available including GBV and child protection case management; family counseling and positive parenting; safeguarding and safe referral; community-based violence prevention and social-norms programming; MHPSS; legal and family protection; disability services; and services for older persons.
  • Assess service type, target population, geographic coverage, accessibility, eligibility requirements, referral mechanisms, and relevant operational capacity (including staffing availability, operating hours, ability to accept referrals, indicative caseload capacity, service continuity, and relevant technical capacity) subject to the availability of information, and potential role in Safe at Home implementation.
  • Conduct approved key-informant interviews or stakeholder consultations, as needed, without collecting case-level or personally identifiable information.
  • Identify service gaps, accessibility barriers, coordination opportunities, duplication risks, and potential partnership roles.
  • Validate the findings with IRC, NCFA, and relevant stakeholders.

Deliverables: Institutional and service mapping database, stakeholder consultation log, referral pathway map, and draft institutional and service gap analysis.

Task 4: Alignment with Relevant JRF Curricula

 Review relevant JRF curricula and consult with IRC, JRF, and relevant specialists to validate proposed decisions concerning terminology, language, contextual framing, and alignment with the Arabic Safe at Home materials.

Deliverables: JRF curriculum-alignment matrix, documented alignment decisions, and draft recommendations for future integration.

Task 5: Finalization

  • Assess the readiness of the service and institutional environment to support safe implementation of Safe at Home in Jordan.
  • Provide practical recommendations on referral strengthening, partnerships, capacity-building priorities, accessibility, coordination, and potential phased implementation.
  • Finalize the Arabic Safe at Home materials proofreading, JRF alignment outputs, mapping database, pathway map, analysis, and recommendations based on consolidated feedback.
  • Submit all final and editable source files using the agreed folder structure and version-control system.

Note: The timeline and payment schedule are based on an estimated volume of more than 997 pages. Any material change in the final volume, including the addition of materials still under development, will be subject to written agreement on the corresponding timeline, level of effort, deliverables, and cost.

Consultant Qualifications

  • At least 7 years of relevant professional experience in technical review, curriculum adaptation, GBV, child protection, safeguarding, or related protection programming.
  • Full professional fluency in Arabic and English, with demonstrated experience reviewing Arabic technical translations, curricula, facilitator guides, or training materials.
  • Strong technical knowledge of intimate partner violence, child maltreatment, GBV, child protection, survivor-centered approaches, the best interests of the child, case management, safeguarding, disability inclusion, older-person inclusion, and safe referral.
  • Demonstrated experience adapting technical materials to the Jordanian context and aligning content across curricula or training packages.
  • Demonstrated experience conducting institutional or service mapping, stakeholder consultations, referral-pathway analysis, or comparable research in Jordan.
  • Strong knowledge of Jordan's context and protection, family-support, social-development, disability, older-person, legal, health, and psychosocial service mapping.
  • Strong analytical writing, facilitation, interviewing, information-management, quality-assurance, and presentation skills.

Ethical Considerations and Data Protection

  • The consultant must comply with IRC safeguarding standards, the IRC Way, do-no-harm principles, survivor-centered practice, confidentiality requirements, and the best interests of the child.
  • The consultant must not collect or process individual case data, survivor records, or personally identifiable information.
  • Informed consent must be obtained for any approved stakeholder consultations, and all assignment information must be stored and transferred through secure, approved methods.
  • Confidential or unpublished IRC, JRF, or NCFA materials must not be processed using unapproved artificial intelligence or machine-translation tools.
  • Any safeguarding, confidentiality, or data-protection concern must be reported immediately through the designated IRC channels.

Coordination & Deliverable Management

  • The consultant will coordinate regularly with IRC, JRF, and NCFA focal points, as applicable, according to the approved workplan.
  • Deliverables will be submitted in phases with clear version control and consolidated logs of technical questions, corrections, contextual adaptations, and curriculum-alignment decisions.
  • The consultant must incorporate consolidated feedback within agreed timelines and promptly communicate any delay, scope issue, or material risk.

Payment Conditions

  • Payments will be made following written acceptance of the agreed deliverables.
  • Any additional costs or changes to the scope, timeline, or deliverable volume must receive prior written approval from IRC.

Submission Requirements

  • Cover letter summarizing interest in the assignment and understanding of its objectives.
  • Updated CV clearly demonstrating the required technical and research experience.
  • Details of at least three relevant assignments or references and two relevant work samples, preferably including an Arabic technical review or adapted curriculum and an institutional or service-mapping product.
  • Confirmation of availability throughout the 2-month assignment period.
