About the Country/Multi-Country Office

UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable and resilient towns and cities. It is the focal point agency for all urbanization and human settlement matters within the UN system. UN Habitat envisions well-planned, well-governed and efficient cities and towns, with adequate housing, infrastructure and universal access to employment and basic services such as water, energy, and sanitation. For over forty-five years UN-Habitat has been working in human settlements throughout the world, focusing on building a brighter future for cities and towns of all sizes.


In Jordan, UN-Habitat has been working with national and local stakeholders on multiple integrated focus areas, including policy development, disaster risk reduction, climate adaptation and mitigation, public spaces, WASH, food security, as well as infrastructure and basic services. The UN-Habitat Country Office of Jordan has been working on several programmes and projects which work on enhancing the inclusion, participation, and enhanced socioeconomic conditions of all, with a particular focus on vulnerable populations in urban areas. These programmes underscore a commitment to evidence-based planning, multi-stakeholder engagement, and innovative approaches to address urban challenges and advance SDGs One of the key focuses of the program is on public space development to enhance socioeconomic conditions. Under the Jordan country programme, normative and operational tools are combined to leverage public spaces in order to enhance socioeconomic conditions, climate resilience, social cohesion and the overall well-being of vulnerable communities. Targeting dense urban areas, heritage cities, affordable housing projects, poverty pockets, and refugee camps, these community-driven initiatives emphasize empowering vulnerable groups and evolving along with the needs of communities. Public space rehabilitation projects are serving as vital entry points to enhance social cohesion, economic opportunities, and climate resilience for vulnerable communities, including refugees and women. UN-Habitat recognizes that well-designed and accessible public spaces are crucial in fostering social cohesion and economic opportunities. By engaging communities in the planning and transformation of public spaces, the program creates vibrant and inclusive environments that encourage interaction among diverse populations.

Job Specific Context

UN-Habitat Jordan is implementing three projects that aim to enhance the quality, inclusiveness, and sustainability of public spaces through integrated planning, participatory design, and climate-responsive, context-sensitive interventions.


The first project, "Rethinking Sahab: Urban Greening for a Resilient and Sustainable Future," is implemented in partnership with Sahab Municipality and the Canton of Basel-Stadt. The project seeks to foster a resilient, sustainable, and healthy urban environment by strengthening institutional capacity, promoting urban greening, and creating safe, inclusive, and environmentally sustainable public spaces. The project follows a phased approach, beginning with a citywide public space assessment and the development of a Green Public Space Plan, followed by site-specific assessments, detailed design, and implementation of pilot public space interventions integrating nature-based solutions, urban agriculture, water-sensitive design, circular economy principles, and resource-efficient infrastructure.


The second project, "Green Al-Salt: Public Spaces and Living Heritage for Socio-Economic Development," is implemented by UN-Habitat Jordan in partnership with UNESCO and with support from the Italian Agency for Development Cooperation (AICS). The project aims to revitalize public spaces within Al-Salt's historic urban core while preserving its living heritage and strengthening local economic opportunities. Following the completion of a comprehensive citywide public space assessment and the development of a Public Space Strategy, two priority clusters have been selected for detailed site-specific assessment, design, and implementation. The interventions encompass a variety of public space typologies, including squares, plazas, commercial streets, alleyways, public stairways, viewpoints, and shared public spaces that require context-sensitive rehabilitation and climate-resilient design solutions.


The third project “Development of Water-Energy-Food-Ecosystem (WEFE) Nexus Lab in Madaba City”, is implemented by UN Habitat Jordan in partnership with the Royal Scientific Society (RSS) and funded by the EU. The project aims to build a WEFE Lab in Madaba that demonstrates the integration and connectedness of the four elements and how they all work together to provide a sustainable system. The site will be built in a 5,000 sq.m. area, and provides an interactive educational experience, integrated eco-system, aquaponic and hydroponic real-life demonstration in addition to community garden, amongst other functions. Following the completion of the design, the procurement process for construction will be initiated.


These projects adopt UN-Habitat's evidence-based public space methodologies, progressing from citywide assessment and strategic planning to detailed design and implementation. As they enter the implementation phase, there is an increasing need for dedicated construction management support to ensure that rehabilitation works are delivered in accordance with approved designs, technical specifications, quality standards, and project timelines. This includes reviewing technical submissions prepared by designers and contractors, supervising construction activities, coordinating with municipalities and stakeholders, and ensuring compliance with UN-Habitat procedures, contractual requirements, and donor standards to achieve high-quality, sustainable, and resilient public space interventions.

Role Purpose

The Associate Construction Management Engineer supports the procurement, planning, implementation and implementation supervision, and monitoring of the projects described above, construction works. The role assists in ensuring that construction activities are executed in accordance with design specifications, quality standards, timelines and safety requirements. The incumbent alsosupports the review of technical drawings including soft and hard landscaping, shop drawings, material submittals, and other technical documents submitted by the designer and contractor to ensure compliance with the approved designs, technical specifications, and quality standards. supports provision of on-site technical supervision and oversight, supervision of works, contractor management, stakeholder coordination, and effective reporting, documentation and compliance with UNOPS and donor/partner standards

Functions / Key Results Expected

  1. Technical Assistance and Construction Oversight


  • Provide inputs on project work plans, drawings and specifications during design and procurement stages.

  • Monitor and supervise on-site construction activities to ensure compliance with design standards, technical specifications and contractual obligations.

  • Conduct quality inspections, verify material compliance, and monitor safety and environmental standards in line with UNOPS health, safety, social and environment (HSSE) requirements.

  • Support the resolution of technical and operational issues in coordination with contractors and the project manager.

  • Verify contractor progress, prepare and review Interim Payment Certificates (IPCs), and ensure accurate documentation for disbursement.

  • Review variation orders and cost claims, ensuring technical accuracy and value for money.

  • Support the timely delivery of site progress reports, updates and documentation of construction milestones.


  1. Stakeholder Coordination and Communication


  • Maintain regular coordination with end-users, contractors, consultants and local authorities to ensure smooth project implementation.

  • Organize and participate in project meetings, prepare minutes, track action items and follow up on progress.

  • Support the project manager in facilitating effective communication among all project stakeholders.

  • Assist in maintaining good relationships with project neighbours and communities to promote smooth project execution. 


  1. Monitoring, Quality Assurance and Reporting


  • Monitor progress and report deviations against approved schedules and work plans.

  • Work with contractors to provide regular updates on inspection and testing plans.

  • Assist in inspecting and reporting on works in progress, ensuring adherence to quality benchmarks and specifications.

  • Assist in preparing technical and progress reports highlighting key achievements, delays, risks and financial updates.

  • Conduct site visits and prepare inspection or field visit reports for review by the project manager. 


  1. Operational and Logistical Support


  • Support project administration, procurement and logistics.

  • Contribute to contact and asset management, payment tracking, and procurement documentation.

  • Assist in organizing meetings, site visits, and workshops.

  • Maintain accurate records of project documents, financial data, and correspondence in accordance with UNOPS document management standards.

  • Identify administrative or operational bottlenecks and recommend appropriate remedial actions


  1. Knowledge Building and Sharing 


  • Support the organization, facilitation and delivery of training and learning sessions on project management and construction management.

  • Participate in knowledge-sharing initiatives and Communities of Practice (CoPs), contributing insights and lessons learned.

  • Conduct research on infrastructure- and project management-related topics and contribute to the drafting of reports, summaries and briefing notes.

Education Requirements

Required

  • Secondary school (or equivalent) with 6 years of relevant experience OR

  • Bachelor’s degree (or equivalent) in Civil Engineering, Landscape Architecture, Construction Management or related disciplines with 2 years of relevant experience is required


Desired

  • Experience in construction/implementation of urban and landscape spaces.

  • Experience in hydroponic/aquaponics 

  • A recognized professional certification or membership in a civil, engineering association, at the national, is desirable

Experience Requirements

Required

  • Relevant experience working in urban space and landscaping implementation and construction, site supervision or infrastructure project management or similar fields.

  • Relevant experience in hydroponics and aquaponics, implementation of community gardens

  • Experience in quality control, monitoring and reporting within construction projects is required.

  • Demonstrable proficiency in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems are required.
