UNEP OzonAction Branch under the Law Division is one of the four Implementing Agencies under the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Government of Saint Lucia through its National Ozone Units (NOU) is implementing the project “Preparation of national inventory of banks of waste-controlled substances and development of a national plan for the management of these substances (decision 91/66)” (National Inventory of Banks).The project is being implemented with defined objectives, emphasizing national data collection to enable the Government to have comprehensive information to inform in the implementation and delivery of the development of an inventory of banks of used or unwanted controlled substances.An action plan with activities and policies to enhance the collection and disposal of used or unwanted ODS and HFCs, including consideration of recycling, reclamation, and cost-effective destruction, in line with ExCom Decision 91/66 is required. Duties and Responsibilities: The consultant will deliver this assignment with guidance from UNEP and maintain consultation with the National Ozone Unit. The consultant will liaise with the national stakeholders and provide expert guidance to the implementing agency (UNEP) to develop the report on data collection for the National Inventory of Banks for Saint Lucia. • The work of the consultant will be managed by UNEP, Compliance Assistance Programme (CAP), Latin America and Caribbean Office • The consultant will be responsible for the development of the report on data collection that will be used to prepare the National Inventory of Banks. UNEP, as the lead implementing agency, will be responsible for the development of data collection methodology and approach and the final product (report) which will include the incorporation of ODS/HFC bank data; analysis of institutional, policy, and regulatory frameworks; and the National Action Plan. Development of the report on data collection for the National Inventory of Banks for Saint Lucia will entail the following: i) Desk study on available data on banks of used and unwanted controlled substances: Review existing data on refrigerant banks and set up a database of these substances for the past 5 years including controlled substances in installed equipment. Additionally, identify missing data and address them in primary data collection where necessary. ii) Develop a stakeholder database: The creation of a stakeholder database with key details, and conducting surveys necessary to close data gaps. Additionally, identifying possible existing laboratories able to analyze the composition of used or unwanted ODS and HFCs, and the need for upgrading such laboratories. Finally, identify data gaps and improvement opportunities. iii) Preparation of Report on data collection for the National Inventory of Banks: Develop a report on data collection for the National Inventory of Banks in line with UNEP and MLFS guidelines.

Advanced university degree (Master's degree or equivalent) in Refrigeration and Air Conditioning (RAC), Environmental Science, Engineering or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. Experience in national data collection in the RAC sector. Required. Experience in writing and reviewing technical project proposals.
