Organizational Setting

The Director General's Office (DGO) provides leadership and coordination for all IAEA activities at the executive level for meeting Member States' needs, and achieving a one-house approach and a results-based management.


Main Purpose

The Associate Ethics Officer will assist the Chief of Ethics with activities of the Ethics function. This will include developing awareness raising materials, conducting research, preparing drafts related to enhancements to the IAEA ethics framework and supporting with reporting activities. S/he will also provide case management support to the Chief of Ethics, ensuring that the electronic and physical files are maintained. Additionally the Associate Ethics Officer serves as an initial contact point for staff wishing to engage with the Ethics function, whilst maintaining strict confidentiality in communications with complainants.


Role

The Associate Ethics Officer is a: (i) a team member, able to log, track and file incoming matters, maintain physical and electronic records; (ii) an analyst, assisting in compiling data from Ethics records and producing related statistics for reporting purposes; and (iii) a researcher supporting the Chief of Ethics in developing outreach materials.


Functions / Key Results Expected

- Document Management: maintain, organize and categorize both physical and electronic documents, emails, records and databases.
- Manage case intake, including maintaining the case matters log, creating file folders for cases maintaining electronic repository of documents and reports and following-up proactively with Ethics staff as needed.
- Design and generate a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
- Collaborate with other areas within the organization to continually improve the current case management system.
- Assist staff of the Ethics function in the implementation of the annual Declaration of Interest process as required.
- Support the clearance process of the annual report, and coordinate with editting and translation services etc. on the finalization and publication of mandated reports in multiple languages.
- Maintain strict confidentiality in communications with complainants and assists in the management of relevant files and information.
- Assist with internal Ethics processes and functions by ensuring the timely delivery of set activities and services.
- Assist the Chief of Ethics with research and drafting on issues relating to the Standards of Conduct for the International Civil Service, including case law research/analysis.
- Research UN system policies and practices relevant to the work of the Ethics function, to help identify trends and best practices.
- Assist with the management and enhancement of the Ethics intranet site, including the development of digital outreach materials on a range of topics, and updates to the Chatbot.
- Support in the development and delivery of innovative awareness-raising and training materials and initiatives.
- Act as an initial contact point for staff wishing to engage with the Ethics function, including scheduling meetings for the Chief of Ethics as required.
- Support the staff of the Ethics function in compiling data for reporting purposes.

Qualifications, Experience and Language skills

  • Bachelor's Degree - University degree in ethics, law, employee relations, compliance or related field with good academic record.

  • Proficiency in MS Office and the ability to use databases and emerging technology tools.

  • Relevant experience in providing administrative support, data management and case file management is required.

  • Other - Excellent IT skills

  • Fluency in English, especially excellence in professional writing in English, is required. The knowledge of other official UN language(s) is desirable.

  • Experience with the UN or in a multinational context is desirable.

  • Experience of conducting research and analysis of issues and data in an international organization is desirable.

  • Experience in developing digital communications, training and awareness raising is desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $43834 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 23758, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
