Context
The project aims to construct public-use buildings in earthquake-affected areas and in provinces experiencing post-earthquake migration. These facilities are designed to address specific needs and support access to holistic services.
The project office is located in Ankara, Türkiye, and operates under the operational support of the Austria Multi-Country Office (AUMCO). This UNV assignment is completely on the site/field.

Task description
Under the direct supervision of the Senior Project Manager, the incumbent provides technical expertise on all aspects of construction including design, implementation, and handover stages, with the aim of delivering the construction project within the planned timeline, budget and quality. His/her advice should be following UNOPS policies and guidance and country standards/policy, providing technical support on the project implementation.
The incumbent will be responsible for supervising and monitoring the day-to-day activities in the construction related activities. He/she will ensure the daily coordination of all the activities of the project on the site by:
● Supervise the construction work progress step by step ensuring that it is aligned with the work program.
● Verify that works are consistent with the project’s technical specifications and inform promptly of eventual deviations.
● Ensure the daily and weekly reports, site monitoring reports, minutes of meetings, engineers’ instructions and variation orders, certifications, handover documents are well prepared and maintained during all phases of the project.
● Prepare the periodic and ad-hoc progress and security/OSH reports. Immediate reporting to management of all issues affecting progress or safety and security.
● Establish, monitor, maintain, and update construction work schedules.
● Immediately report project delivery progress against the work schedule.
● Ensure quality/quantity control and time schedule consistency.
● Collect data on construction progress and elaborating notes and recommendations to the Lead Engineer.
● Provide regular information on the project activities to the Lead Engineer
● Oversee and manage the surveying works, engineering control of the work, etc.
● Have regular meetings with the supervision/engineering team on site.
He/she will contribute to the objective of delivering project activities on time and to the desired quality standards. He/she will be directly supervised by the Lead Engineer, under the overall guidance of the Project Manager.
The Construction Site Manager will be responsible for the overall successful implementation of all the activities including oversight management and coordination of all project aspects in the assigned locations in compliance with UNOPS policies and procedures. He/she will be responsible for the control and supervision of day-to-day activities of the supervisor/engineer and the construction contractor activities on site and will report directly to the Lead Civil Engineer.
He/she will be responsible in the field to achieve the project objectives:
● Ensure the smooth operation of the project.
● Coordinate the overall organization operation and activities in the assigned project region.
● Provide the overall implementation support to supervision and construction teams in charge of the project.
● Provide regular and updated information on the project activities to the partners.
● Liaise in the field between supervision and construction companies.
● Collect data allowing the Lead Engineer to monitor and evaluate the progress of the activities in order to achieve the objectives of the project.
● And, all other tasks will be delivered by supervisor.
