Project Context and Scope

The General Inspectorate of Border Police (GIBP), operating under the Ministry of Internal Affairs (MAI) of the Republic of Moldova, plays a vital role in implementing state policy on Integrated Border Management (IBM) and in preventing and combating cross-border criminality, thereby ensuring the country’s integrity and security. In light of the EU candidate status granted to to the Republic of Moldova in June 2022, GIBP is required to undertake significant reforms, aligning its operations with EU standards and best practices, as outlined in the National Action Plan 2024 – 2027 for the EU accession and the Ministry of Internal Affairs’ Roadmap for European integration activities. These reforms are comprehensive and intend to enhance core activities of integrated border management carried out by national authorities in line with EU requirements.

The project “Enhancing the Border Police’s operational and training capacity towards strengthened border management in the Republic of Moldova” financially supported by the Bureau of International Narcotics and Law Enforcement Affairs (INL) within the United States Department of State and implemented by the International Organization for Migration (IOM), addresses specific border management challenges by reinforcing the institutional and operational capacities of border authorities. 

The GIBP is committed to develop the professional competencies for current and future border police management staff and aims to create a pool of employees trained for managerial positions at both central and regional levels. The main objective is to limit the high staff turnover among border officers and create a cadre of competent, motivated, and efficient management personnel.

The responsibilities of a Border managers are diverse, requiring specific competencies in handling stressful and conflict situations at the border, effective communication, negotiation and mediation skills, and abilities to address challenges related to risks and threats that could compromise national security based on a shared vision and identified priorities. All duties must be performed with respect for fundamental rights and in a manner that ensures the free movement of people.

In response to the request from the GIBP Department for Professional Development, a series of trainings on “Leadership and Management” will be delivered. The goal of this training is strengthening the practical management skills of the relevant personnel of the Border Police at the central, regional, and local levels. Particular topics to be reflected in the training curriculum but are not limited to:

  • Modern tools in staff management;

  • delegation of tasks and assigning roles in a team based on each employee's strengths;

  • Managing conflictual situations and tensions within the team, de-escalation techniques;

  • Negotiation and mediation techniques in relation with border communities;

  • evaluation of subordinates: monitoring of their practical skills and identifying their development needs; 

  • techniques for identifying micro-groups and positive and negative leaders;

  • daily briefing and debriefing: quick staff training techniques at the start of a shift and reviewing results at the end of the shift; 

  • occupational stress management: identifying signs of burnout in employees and applying initial psychological support measures during extended missions; 

  • motivating through non-financial techniques;

  • time management, organizing shift work.


IOM builds on the already established collaboration with GIBP and CS and in response to the request of the national authorities, adopts a structured approach in providing specialized assistance Such assistance is provided from the perspective of IOM’s mandate and expertise, and in collaboration with other relevant national authorities.

IB 0502 – “Enhancing the Border Police’s operational and training capacity towards strengthened border management in the Republic of Moldova” financially supported by the Bureau of International Narcotics and Law Enforcement Affairs (INL).
 

Responsibilities

Tasks to be performed under this contract:

The objective of this initiative is to deliver a series of training sessions for current and future management border personnel, in close coordination with GIBP.

Under the overall guidance of the IOM Chief of Mission and Programme Coordinator - Migration Governance, and the direct supervision of Programme Officer/IBG Unit, the selected Consultant(s) will be responsible to:

  • engage with the GIBP for adequately coverage of requested subjects;

  • plan, prepare and deliver training sessions in November-December, 2026 to cover 50 border officers;  

  • develop trainings/workshops materials and agendas according to the set deliverables, including training agendas, presentations, materials, handouts, pre and post tests and questionnaires to measure the trainees competences in knowledge and skills;

  • adopt a practical and applicative approach to trainings/workshops delivery, apply innovative, interactive and dynamic adult education training methods, presentation of topics in diverse ways, assigning individual, pair and group tasks, presenting and analyzing case studies, simulation exercises;

  • undertake travel to and within Moldova as required for the implementation of the assessment objectives;

prepare presentations, briefings, reports and info sheets related to the consultancy deliverables;

Expected Outputs and Deliverables:

Performance indicators for the evaluation of results:
The Consultant(s)’ performance will be evaluated against the following criteria:
  • Timeliness. Satisfactory completion of tasks indicated in this TOR

  • Feedback from the stakeholders 

  • Quality of the reports 
     

The selected Consultant(s) will deliver services on-line and in-person, according to the nature of activity. The payment will be done in one (1) instalment upon the submission of all the deliverables. IOM Moldova will provide financial resources for the organization of trainings as described in the Terms of Reference and upon agreement with national authorities. In addition, IOM Moldova will provide DSA for the selected Consultant(s), if needed.

The selected consultant(s) must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

Qualifications

Required Qualifications and Experience

Education

The Consultant should possess an advanced university degree (Master’s or equivalent) in one or more of the following fields: Border security/management, Law enforcement/management, International relations, migration, or security studies, Management, Human Resources, International Relations, Law

Experience

  • Didactic experience in Management and Leadership training with law enforcement authorities;
  • At least 5 years of experience in law enforcement or border management sector.
  • Prior work experience with an international organization and proven experience in supporting national authorities in capacity building on aspects related to management and leadership, such as delivery of trainings, workshops and coaching;
  • Excellent drafting skills for reporting and making recommendations;
  • Excellent ability to collaborate with national institutions;
  • Personal commitment, efficiency, flexibility, drive for results;
  • Ability to work effectively and harmoniously with counterparts and colleagues from varied cultures and professional backgrounds;
  • Strong understanding of the Moldova context on migration and border management is an asset;

Languages

For this position, good English and/or Romanian command is required.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
