Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. 

The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is covering 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within the region. 

Context: 

Under the direct supervision of the Regional Data Hub Coordinator, and the guidance of the Global DTM team, the Regional DTM Consultant will support coordination of the displacement tracking and flow monitoring initiatives within the Region linked to the ongoing escalation in the Middle East and Beyond, ensuring compliance with global standards, quality of country-level outputs and analysis products and adherence to IOM data visualization, dissemination and sharing procedures. 

The Regional DTM Consultant will also be responsible for the development of regional data products including analysis, reporting, editing and design.

Responsibilities

Core Functions / Responsibilities:

The successful candidate will be responsible for producing the following outputs.

  1. DTM Programme Development and Support:

    • Coordinate and support the design, setup and roll out of new DTM initiatives and capacity building activities in accordance with IOM’s Strategic Plan, and global standards and methodologies, in close coordination with the global DTM Support Team.

    • Guide and support Country Offices in the use of IOM DTM methodologies based on the DTM methodological framework, standardized tools, implementation approaches and Information Management mechanisms to fit requirements at country level, while ensuring compatibility and efficient workflows with DTM global data standards and central data warehouse.

    • Coordinate and support the implementation of mechanisms for compliance and quality standards of implementation, output, and deliverables at regional and country levels, in coordination with the global DTM Support Team.

    • Provide technical and operational support to the DTM Route-based Approach (DTM RBA)  

  2. Data Analysis and Reporting:

    • Provide monitoring and advice on the production of information products in relation to regional and country-level mobility data sources, including, but not limited to, analytical and statistical reports, maps and other relevant products, to ensure their highest possible quality. 

    • Ensure knowledge management in relation to DTM data assets and operations within the region and support their use to enable the work of other global operations pillar programmes in pursuit of IOM’s strategic objectives.

    • Conduct data analysis and interpretation of DTM and other human mobility datasets, identifying key trends, patterns and findings to support evidence-based programming, policy development and decision-making. 

    • Produce high-quality analytical reports, factsheets, briefs and other information products, translating complex data into clear and actionable insights for diverse audiences, including analysis, reporting, editing and design. 

    • Develop and format reporting products in accordance with IOM and DTM reporting, publication, branding and visual identity guidelines, including the preparation of layouts, data visualizations and publication-ready products using relevant design software. 

  3. Coordination and Partnerships:

    • Provide regular information updates to relevant units and the global DTM Support Team.

    • Participate in relevant meetings and undertake duty travel relating to DTM operations assessment, liaison with counterparts, problem solving, and set up of new project/ programmes, as required.

  4. Good Data Practice and Dissemination: 

  • Support regional DTM communication and dissemination efforts by developing communication materials and digital content, and contributing to the promotion and visibility of DTM products, findings and initiatives across regional and external platforms.

  • Accompany and support the adoption of the DTM data toolkit for good data practice implementation

  • Adhere to IOM data protection, governance, protection-based approaches, and security standards.

  • Consider ethical data collection, use, sharing, and dissemination.

  • Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Migration Studies, Demography, Political or Social Science, Statistics, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,

  • University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database

Experience

  • Experience in emergency humanitarian operations management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products.

  • Strong knowledge of DTM methodologies and standards.

  • Previous experience in country level DTM implementation is a strong asset

  • Proven experience in humanitarian and migration data report development and review. 

  • Experience in data visualization and information design is an asset.

  • Experience with handling confidential data.

Skills

  • Proven skills to analyse statistical information and data (including familiarity with data analysis software such as Python, R, SPSS, STATA, Jamovi, etc.);

  • Ability to compile and holistically analyse diverse datasets; 

  • Strong reporting and communication skills

  • Strong visualization skills of static reports, factsheets and briefs 

  • Demonstrated understanding of different data collection and statistical methodologies; and,

Languages

  • Fluency in English language (oral and written) is required.
