The position is located in the Programme Management Unit (PMU), which is part of the Office of the Chief of the Corruption and Financial Crime Branch (CFB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Programme Management Officer leading PMU, and the overall guidance of the Chief of the Branch. Responsibilities

CFB provides policy guidance and technical assistance to Member States to strengthen national and international frameworks aimed at preventing, detecting, investigating, and responding to corruption and financial crime. Its support is aligned with international standards and obligations, such as the United Nations Convention against Corruption (UNCAC). CFB also works with Member States to promote transparency, accountability, and integrity across the public and private sectors and to reinforce international cooperation and asset recovery. It serves as the Secretariat of the Conference of the States parties to UNCAC, including its Implementation Review Mechanism. CFB’s extra-budgetary work in countering corruption is delivered through its global programme GLOZ99. The incumbent will be responsible for the management of the results-based planning, monitoring and reporting of CFB’s overall programme, including the work financed through its regular budget, relationship management with selected key donors to CFB, preparing agreements with implementing partners, overseeing and managing their implementation, and contributing to the implementation of extrabudgetary financed activities, in particular in the area of countering corruption, in support of states and societies. Within assigned authority, the Programme Management Officer will be responsible for the following specific duties: · Ensure that information management and reporting processes support the elaboration of accurate, transparent, and timely high-quality inputs, reports, and documentation. · Gather and organize relevant documentation, data, and evidence to support the reported activities and outcomes, ensuring transparency and traceability. · Maintain and/or enhance knowledge, structure, and methodology for monitoring, reporting and evaluation on results and impact. · Collect data, including through surveys, and conduct data analysis in support of results-based management and reporting as well as strategic priority setting, and provide methodology guidance on data collection and analysis to relevant staff. · Ensure timely results-based narrative reporting in response to corporate reporting requirements and to donors. · Enhance CFB’s internet-based monitoring and reporting application, and contribute to the development of data collection and analysis tools in the area of countering corruption and financial crime. · Contribute, in consultation with relevant staff and stakeholders, to the development and/or review and revision of theories of change and logical frameworks in the area of countering corruption and financial crime. · Provide substantive input to CFB’s strategic planning and reporting. · Contribute to the development of CFB’s project related costed work plans, monitor their implementation, identify problems and issues to be addressed and propose corrective actions. · Contribute to preparing and conducting various forms of evaluations of CFB’s work in cooperation with UNODC’s Independent Evaluation Section. · Participate in the development and implementation of assigned projects, in particular the area of countering corruption. · Prepare agreements with implementing partners, oversee and manage their implementation. · Contribute to fund-raising in relation to assigned projects and programmes by preparing materials and participating in donor meetings and fund-raising missions. · Maintain and foster relationships with assigned donors. · Provide substantive support to meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. · Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. · Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required. Work implies frequent interaction with the following: Establish and maintain relationships with counterparts, officers and technical staff of UNODC, other relevant UN Secretariat departments and offices, specialized agencies, funds and programmes, representatives and officials of Governments, and other relevant inter-governmental and international organizations and networks, non-governmental organizations, experts and consultants. Education

Advanced university degree (Master’s degree or equivalent) in public administration, international relations, law, criminology, economics, international relations, programme/project management, data analytics, statistics, social sciences, development studies, or a related discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Specialization in anti-corruption and governance, rule of law, or Results-based management (RBM) is desirable.

Work Experience

A minimum of five (5) years of progressively responsible professional experience in project or programme management, including results-based planning, monitoring, evaluation, reporting, in the fields of rule of law or anti-corruption, or a similar field is required. Within the minimum years of experience, at least three (3) years of demonstrated experience in data collection, data management, as well as advanced data analysis is required. Within the minimum years of experience, at least three (3) years of relevant professional experience preparing, negotiating, and managing agreements with implementing partners, including overseeing implementation, monitoring performance and ensuring compliance, is required. Within the minimum years of experience, at least three (3) years of relevant professional experience in the implementation, monitoring, and reporting of projects or programmes focused on preventing and combating corruption is required. Experience developing, enhancing, or managing digital monitoring and reporting applications is desirable. Within the minimum years of experience, at least three (3) years of experience in donor relationship management is desirable. Experience within the United Nations System or in a similar international organization is desirable.
