Location: Amman with frequent field visits to Zarqa, Mafraq, Irbid, Jerash, Salt – Jordan

Reporting to: Project Managers, Project Officers

Period: 13 months, renewable upon availability of funds.

Contract: Full time

Gross salary range: 2.100-2.300 EUR

Context Presentation: Un Ponte Per ETS (UPP) is an international humanitarian organization, with Headquarters in Italy. Originally named Un Ponte Per Baghdad (A Bridge to Baghdad), the association became Un Ponte Per after the extension of its work to other Mediterranean countries. UPP ETS is currently active in Iraq, Syria, Jordan, Lebanon, Palestine, Serbia, Kosovo, Tunisia, and Ukraine alongside civil society organizations, with a strong localization approach. UPP strongly rejects war as a solution to international and national conflicts. It exerts relentless efforts with the ultimate objective of preventing armed conflicts and developing more equal and peaceful coexistence. The NGO acts through awareness campaigns, cultural exchanges, humanitarian and development projects, peacebuilding programs, and the creation of social justice networks. In Jordan, it has been active since 2005 with a strong focus on the protection of women and girls including Gender Based Violence (GBV), Child Protection (CP), Psycho-social support (PSS), and promotion and valorisation of cultural heritage and sustainable tourism, targeting the most vulnerable refugees, host community members and persons with disabilities (PWDs). The MEAL Officer supports the Country Representative, Program and Grant Managers, Technical Specialists, Field Coordinators, and Project Managers in designing, implementing, and analyzing monitoring, evaluation, accountability, and learning systems across the mission's portfolio in Jordan. The position supports projects funded by multiple donors, including the Italian Agency for Development Cooperation (AICS), the European Union (EU), and other institutional donors, ensuring compliance with donor requirements while contributing to evidence-based decision-making, organizational learning, and the harmonization of monitoring systems across projects and multi-country initiatives.

Key responsibilities

• Lead coordination of data collection efforts, including supervision and updating of the project database.
• Oversee collection and analysis of Feedback and Community Response Mechanism (FCRM) project data to ensure real-time accountability.
• Analyze collected data to produce statistics, dashboards, periodic project progress reports, and submissions to humanitarian agency coordination portals. Conduct data quality checks, clean datasets, and support corrective actions for reliability, integrating Protection Mainstreaming (ProM) survey analysis and lessons-learned briefs.
• Design, develop, and monitor needs assessments, beneficiary satisfaction surveys, and other quantitative/qualitative questionnaires (KoBo/paper/digital), including sampling protocols. Lead design, review, and strengthening of MEAL frameworks, plans, and tools (PCM, databases) across projects; monitor logframes, indicators, baselines, and targets for donor compliance.
• Provide technical guidance on data management, analysis, visualization, and evidence-based decision-making. Support development, review, and quality assurance of internal/donor reports (MEAL sections/annexes); train staff/partners on ethical data handling, age/gender/disability-disaggregated metrics, and AAP/FCRM strengthening. Build UPP staff capacity via on-the-job coaching, technical guidance, and tailored trainings.
• Support or lead needs assessments, monitoring exercises, surveys, and evaluations (including ToRs, tools, analysis inputs). Contribute to organizational learning by documenting lessons learned, best practices, and recommendations.
• Support coordination between field teams, program staff, and HQ on MEAL priorities; track MEAL budgets, prepare for audits, and integrate findings into project adaptations (e.g., addressing GBV risks or logistics).

REQUIREMENTS

Essential

·       Degree equivalent to a Bachelor's degree (Social Sciences, International Relations, International Cooperation, Statistics and Analysis or similar)

·       At least 3 years since graduation

·       At least 2 years of experience in similar roles with other national or international NGOs. 

·       At least 1 year of work experience in managing emergency projects in developing countries or other countries that are potential beneficiaries of such interventions.

·       Experience with KoBo Toolbox or other ODK-based digital data collection platforms, including form design, dataset management and remote enumerator supervision.

·       Knowledge of English at least at level B2 of the CEFR: knowledge of Arabic at least at level B2 of the CEFR.

·       Excellent knowledge of IT tools (Word, Excel, PowerPoint, Outlook) and data collection software.

Desirable

·       Familiarity with humanitarian coordination portals and reporting systems, in particular ActivityInfo and RAIS (Jordan-specific refugee information system).

·       Knowledge of Protection Mainstreaming (ProM) frameworks and experience integrating protection indicators into MEAL systems across multi-sectoral projects.

·       Experience designing and analyzing age-, gender- and disability-disaggregated data in line with IASC standards and inclusive programming principles.

·       Knowledge of the Jordanian humanitarian response architecture, including coordination with UNHCR, UNICEF, and relevant sector/working group structures.

·       Previous experience in consortium projects, including harmonizing MEAL systems and tools across multiple partners with varying technical capacity.

·       Familiarity with EU general M&E framework management and Global European Result Framework.

UPP requires criminal background check certificate (released max 3 months before the date of job offer) and a health clearance certificate to confirm a job offer. We are aware that in some countries the release of criminal background certificate by the competent authorities might require several weeks. However, UPP runs selections to deploy staff in emergency programs and time-lapse between job offer and field deployment is often very short.
