Organizational Setting and Reporting Relationship

The position of Senior Transport Specialist is assigned to the Transport Sector Division (SD1-TRA) within the Sectors Department 1 (SD1). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Director, TRA, and will oversee junior team members.


Your Role

As a Senior Transport Specialist, you will help lead ADB's work mainly on smart mobility for the transport sector, with a focus on developing and implementing digital, data-driven, inclusive, and low-carbon mobility solutions in developing member countries (DMCs). You will identify, prepare, process, and administer loans, grants, technical assistance projects, and knowledge products that promote smart/ urban mobility, intelligent transport systems, integrated multimodal integration, e-mobility, low-carbon transport services, transport data platforms, traffic and asset management technologies, mobility-as-a-service, and innovation in public transport and logistics. You may be also assigned to work for the other teams under SD1-TRA. You will work with governments, resident missions, sector and thematic teams, development partners, and the private sector to strengthen policy, regulatory, institutional, and financing frameworks for smart mobility. You will also support knowledge creation, capacity building, and the dissemination of good practices to help DMCs deploy technology-enabled transport solutions that improve safety, accessibility, efficiency, resilience, and sustainability.

You will:

  • Provide technical leadership in smart/urban mobility and intelligent transport systems (ITS). This includes digital transport solutions, such as traffic and asset management technologies, e-mobility, low-carbon transport services, multimodal integration, and data-driven transport planning and operations across DMCs.
  • Lead the identification, preparation, processing, and administration of smart mobility loans, grants, and technical assistance, ensuring alignment with ADB policies, operational priorities, and country partnership strategies.
  • Support DMCs in developing smart mobility strategies, roadmaps, policy and regulatory frameworks, and investment plans for digital transport systems, integrated public transport, traffic management, and low-carbon mobility.
  • When assigned, serve as Project Team Leader (PTL). Provide technical guidance to project teams on the design and implementation of technology-enabled transport solutions. These solutions include ITS, smart ticketing, real-time passenger information, urban traffic, and asset management platforms.
  • Integrate climate change, decarbonization, air quality improvement, road safety, gender equality, universal access, resilience, cybersecurity, data governance, and private sector participation considerations into smart mobility projects and programs.
  • Undertake technical, economic, institutional, and market analyses to assess the feasibility, costs, benefits, risks, and impacts of smart mobility investments and digital transport interventions.
  • Work with executing and implementing agencies, consultants, technology providers, development partners, and the private sector to prepare high-quality project documents and provide implementation support.
  • Promote innovation, pilots, and scalable solutions in areas such as electric mobility, shared and on-demand mobility, multimodal integration, transport data platforms, digital payments, and traffic and asset management.
  • Develop and share knowledge products, operational guidance, and lessons learned on smart mobility and digital transformation in transport, and contribute to regional cooperation, partnerships, and capacity building activities.
  • Oversee assigned staff and consultants, providing clear technical direction, quality assurance, performance feedback, and support for professional development.
  • Perform other responsibilities that may be assigned by your supervisor and as reflected in your workplan.

Qualifications

You will need:

  • Master's degree or equivalent in transport planning, transport engineering, intelligent transport systems, smart mobility, urban mobility, data science, public policy, economics, climate studies, or other related fields; or university degree and at least 5 years of specialized experience relevant to the position can be considered
  • At least 10 years of relevant professional experience in the transport sector, including international experience working in different countries.
  • Strong technical knowledge of smart/ urban mobility, intelligent transport systems, digital transport platforms, traffic management, integrated public transport, transport data analytics, e-mobility, low-carbon transport services, and technology-enabled transport operations.
  • Demonstrated experience in preparing, processing, and administering investment projects and technical assistance involving smart/ urban mobility, ITS, low-carbon transport, digital infrastructure, or urban and asset management solutions.
  • Good understanding of policy, regulatory, institutional, financing, procurement, safeguards, cybersecurity, and data governance issues related to deploying digital and technology-enabled transport systems in developing country contexts.
  • Experience in working with government agencies, cities, executing agencies, consultants, technology providers, private sector partners, and development partners to design and implement smart mobility programs and projects.
  • Ability to undertake and guide technical, economic, institutional, and operational analyses, and to translate emerging transport technologies into practical, bankable, and scalable development solutions.
  • Good skills and experience in leading multidisciplinary teams and coordinating with specialists in transport planning, engineering, digital technology, safeguards, economics, procurement, finance, and social development.
  • Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

Staff on probation are not eligible to apply. Applicants for promotion and for lateral transfer must have served at their position for at least one year immediately preceding the date of the vacancy closing date (A.O. 2.03).

In the event that the staff appointed to a new category (i.e., from TL to TI) is rated at 2 or lower in the first two performance reviews after appointment at the new grade, they will return to the grade occupied immediately prior to their appointment in the new category.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.

Staff who are currently under regular appointments will retain their regular appointment status.
