What we are looking for:
We are seeking an experienced Finance Adviser to provide strategic financial leadership for NRC's global and regional grants portfolio. In this role, you will oversee grant budgeting, financial reporting, compliance, internal controls, and donor financial management while ensuring adherence to NRC policies and procedures.
Working as part of a global team, you will partner with country, regional, and global colleagues to strengthen financial management, support proposal development, build grants management capacity, and provide expert financial advice that enables high-quality humanitarian programming. Flexibility, collaboration, and a solutions-oriented mindset are essential, as priorities and responsibilities are shared across the team to meet organisational needs.

What you will do:
Here are some of your generic responsibilities
Support and monitor compliance with the Finance handbooks and NRC policies and implement quality assurance and control for projects managed by the Global Grants Mngt structure.
Provide Financial advice and technical support to assigned grants budget holders and project teams and conduct trainings and capacity development when necessary.
Responsible for efficient financial management of assigned grants including budget reviews, monitoring, spending plans, financial reporting, year-end closing and audit.
Responsible for bookkeeping assurance of assigned grants.
Contribute to the development of financial procedures, tools and efficient financial management approaches for use in complex or multi-donor projects, including but not limited to regional and global projects.
Follow up on external and donor project audits.
Ensure that global grants’ best financial practices are identified, documented, and disseminated within the department and beyond.
Provide regular Finance analysis and reports for global grants as assigned by the Head of Finance.
Support Field Operations Head of Finance in tasks related to the department financial management upon request.
Compliance and adherence to NRC policies, guidance and procedures for Finance, and a specific responsibility for the functions policies and procedures.
Here are some of your specific responsibilities
Oversight and control of global projects country components budgets.
Work closely with staff in the Global Grants Mngt structure and other relevant stakeholders on improving the financial management of global grants, including institutional and corporate/private sector grants from concept note phase to audit.
Take part and contribute to project related meetings (go/no go, proposal development, reviews and status, close-out etc) and provide concrete financial guidance to relevant stakeholders.
Conduct monthly internal control practices, such as but not limited to monitoring managed projects income flow from donors, updating projects spending plans, ensuring FO AX project transactions are distributed to respective projects, , and ensuring project teams timesheets are in place and archived, in-line with NRC and donors’ requirements, among other Securing Supporting Documents checks.
Implement periodic and year-end closing practices for projects managed by the Global Grants Mngt structure in close collaboration with global Grants staff, global projects managers and FO Finance team.

What you will bring:
University degree in finance, accounting and/or business management.
Experience in financial management of large/complex multi-country global and regional projects.
Experience with complex donors such as GFFO, FCDO, ECHO.
Experience in financial management of consortium projects.
Strong financial and analytical skills.
Experience from working in a technical Finance position and with projects implemented at country. level with exposure to financial monitoring tools, complex project funding etc.
Documented results related to the position’s responsibilities.
Fluency in English, both written and verbal.
Understanding and experience using Agresso/Unit4 is necessary.
Experience with complex donors and multi-country projects is required.
Experience from NRC especially working at/coordinating with the country level will be necessary.
Service mindedness is required.
What we offer:
Duty station: Oslo, Norway.
Contract: Temporary (2 years).
Travel: 10-15% (in case of relevant gap-filling requests).
Salary/benefits: Grade 8 on NRC’s Resident salary scale, with accompanying terms and conditions.
