UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. The Human Resources Services (HRS) Division in the Field Offices is responsible for providing services related to payroll, entitlements and movements and records. The post may be assigned varying portfolios to meet operational needs and continuity of business such as assisting her/his supervisor in managing some or the full range of services under payroll, entitlements and/or movements and records for designated portfolio of geographical areas and/or programmes and support departments and/or personnel categories. - Supervisor: The incumbent directly reports to the assigned Human Resources Officer (Services), A15. - Supervisees: The incumbent of this post may supervise a small number of general services staff and/or other personnel as assigned.
Responsibilities
The incumbent is responsible for all or some of the following responsibilities as assigned: 1- Assists in the management of the assigned activities in respect to staff and other personnel in the Field ensuring compliance with the Area Staff Regulations and Rules, Personnel Directives and other instructions on matters related to payroll, movements and records and/or entitlements; provides guidance and technical training to the staff assigned and allocates work, as appropriate. 2- Prepares and/or checks and signs, as authorized, Personnel Action Forms, other forms and documents and correspondences related to the assigned portfolio including, but not limited to, the appointment records of new staff, including, temporary assistants, and other temporary staff such as casual laborers, Limited Duration Contracts and Individual Service Providers (ISPs), all types of leaves, dependency and other allowances, staff assignments, retirements and separations, etc. 3- Prepares and/or reviews all transactions related to the assigned portfolio on HRM System including the payroll elements, as applicable, and assures they are processed correctly. 4- Prepares and/or coordinates the preparation and maintenance of records, and requests for post actions. 5- Prepares summaries of various types of different personnel cases for his/her supervisor; prepares or supervises the preparation of statistical and other reports related to the assigned functions. 6- Is responsible for the proper filing and maintenance of personnel records and files; assists in responding to queries from staff members and departments/programmes on matters related to the assigned portfolio. 7- Performs other duties as may be assigned by the supervisor.

Education
A university degree from an accredited educational institution in human resource management, business or public administration. Desirable Qualifications: (A) Experience or training in the use of electronic archiving and retrieval systems; (B) Knowledge of UNRWA’s Staff Rules and Regulations; (C) Familiarity with HRM systems.
