Mission and objectives

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide.

Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The United Nations Sustainable Development Cooperation Framework (UNSDCF) is the UN’s strategic Programme framework that defines the UN’s support to national development priorities. UN Women in Uganda at country level co-chairs the Human Rights, Gender Equality and Leave No One Behind Group, which is the UNCT group responsible for the coordination of and policy advice on gender equality issues in the UNSDCF. UN Women is also a principal partner in several outcome results groups in the UNSDCF as well as a partner to several UN joint programmes. UN Women is the Secretariat to the Gender Development Partners Group, a coordination mechanism that is comprised of the lead development partners in Uganda.

At the District level, UN Women works closely with government entities, UN agencies, Civil Society, Women led organizations and private sector to support gender mainstreaming in policy, planning, programming and response. UN Women supports gender mainstreaming within the United Nations Area Coordination (UNACT), the Gender in Humanitarian Action Working Groups and other interagency coordination Groups in refugee operations.

UN Women Uganda has a sub-office in Moroto which is responsible for coordinating UN Women’s presence in the Karamoja region. This includes coordinating with other UN agencies with presence in Karamoja, participating in regional coordination forums, and liaising with UN Women partners present in Karamoja.

UN Women Uganda implements its mandate through the Strategic Note (SN) 2026-2030. As part of this, the Women’s Economic Empowerment Portfolio is focused on outcome areas under the CO SN namely Outcome 3: By 2030, people in Uganda, particularly those at risk of being left behind benefit from gender responsive decent employment, resilient livelihoods and increased household incomes.
Under this outcome, UN Women Uganda focuses on programmes that provide technical, financial and opportunities for business development targeting women emerging entrepreneurs to own, manage and benefit from small medium and large enterprises in a profitable and sustainable manner by: i) supporting the implementation of policies and strategies for women’s and young girls’ economic empowerment, ii) strengthening the capacity of financial systems to empower young women and their allies; iii) strengthening the capacity of women entrepreneurs to participate and benefit from public procurements iv) strengthening the capacity of public sector entities to make procurement systems more gender responsive and (v) strengthening the capacity of public sector and corporate employers to adapt practices and policies that promote decent work and socio protection policies for the vulnerable and marginalized populations.
The Programme Analyst will play a key role in supporting effective and efficient Coordination of Gender Equality and Women’s Empowemrnt priorities at sub-national level, as well as providing support to the broader Country Office’s WEE programming. The Programme Analyst collaborates with government, donors, private sector, and civil society to support the successful implementation of UN Women programmes.

Task description

1. Contribute to inter-agency coordination for UN Women in the Karamoja region, and on Women’s Economic Empowerment, to achieve coherence and alignment of UN Women programmes with other partners in the country:
• Provide technical support to the Country Office on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed, ensuring UN Women’s work – especially in Karamoja, including on HIV response, Second Chance Education, and Women, Peace and Security – is well represented;
• Assist in the strategic coordination of District Local Government priorities and commitments for Gender Equality and Women’s Empowerment (GEWE) , ensuring that GEWE is a key item in all coordination meetings with stakeholders;
• Support macro and micro-level government, UN, civil society, and private sector gender coordination structures, including institutional capacity development and strategic planning.
• Coordinate with other UN agencies, government departments, donors, and NGOs in Karamoja to ensure that GEWE is a core component of all inter-agency initiatives.
• Actively participate and represent UN Women Karamoja sub-office in the UN Women Community of Practice on Gender, Gender in Humanitarian Action (GiHA), and Interagency Coordination.

2. Provide technical assistance and capacity development to partners:
• Provide technical advice and guidance, and develop and implement technical tools and initiatives to support partners on gender mainstreaming, GiHA, and integrating GEWE into strategic planning;
• Identify capacity-building needs of partners and lead the coordination of technical assistance, mentoring, training, and capacity development initiatives.

3. Support the design, implementation, and management of the Women’s Economic Empowerment (WEE) Programme:
• Support in designing and formulating programme/project proposals and initiatives;
• Support drafting inputs to country strategy documents, briefs, knowledge products, advocacy materials, policy dialogues, and other documents related to WEE;
• Provide technical support to implement the programme/project; ensure synergies with other teams;
• Coordinate the submission of implementing partner financial and narrative reports;
• Provide guidance to personnel and partners on Results-Based Management (RBM) tools and performance indicators;
• Support project review and/or evaluation meetings, as needed.

4. Support the monitoring and reporting in the Karamoja region, and on the WEE portfolio:
• Support the development of a unified monitoring and impact assessment system to track the performance of gender equality and women’s empowerment initiatives;
• Support the development and adherence to a common reporting mechanism on gender equality and women empowerment at the sub-office level;
• Facilitate the assessment of financial investment in gender equality and women empowerment at the area level;
• Support data collection and reporting on inter-agency processes related to GEWE, such as the Gender Equality Scorecard and the System-Wide Action Plan (SWAP);
• Contribute to the monitoring of project implementation and finances using RBM tools;
• Participate in field missions and review reports on monitoring missions;
• Draft quarterly and donor reports, focusing on results, outputs, and outcomes.

5. Help build partnerships and support in developing resource mobilization strategies:
• Support the development and implementation of partnerships and resource mobilization strategies;
• Draft relevant documentation on donors and potential opportunities for resource mobilization;
• Engage in analysis and research on donors, prepare substantive briefs on possible areas of cooperation, and identify opportunities for cost sharing.
