The consultant is required to deliver the following tangible and measurable results: • The detailed agendas and training materials for the four sessions, prepared from 7 to 18 September 2026, in accordance with a schedule established in advance; • Four (4) training sessions of five (5) days each delivered to teachers; • The pedagogical review report of the curriculum « Les Génies de la Bonne Gouvernance », together with recommendations produced; • Activity reports after each session delivered; • A final mission report produced.

Background to the assignment: The Government of Haiti has made the fight against corruption a priority, recognizing it as a major problem that undermines public trust and institutional stability. Combating endemic corruption is considered essential not only to restore order and improve governance, but also to undertake long-term reforms. The long-term fight against corruption requires more than immediate measures; it requires a comprehensive strategy that places education at the heart of its efforts. The development of pedagogical tools designed to instil ethical values and integrity from the earliest age is fundamental to laying the foundations of lasting stability. By integrating these principles into schools, future generations will be better prepared to promote transparency and accountability, thereby contributing to fairer, more inclusive and more resilient institutions in Haiti. This approach is essential to ensuring sustainable reforms and fostering a culture that actively resists corruption. According to data from the United Nations Population Fund (UNFPA) and the Haitian Institute of Statistics and Informatics (IHSI), the Haitian population remains predominantly young. In 2023, approximately 35.45 per cent of the population was under 15 years of age and approximately 70 per cent was under 35 years of age. This significant proportion of young people underscores their key role in the development of long-term anti-corruption strategies, in particular through educational initiatives that promote ethics and integrity from the earliest age. The consequences of corruption are even more damaging for young people, as the misallocation and waste of public resources compromise their future. In view of this representative group and its capacity to influence change by constituting a reliable ally for anti-corruption initiatives, ULCC considers it necessary to contribute to the emergence of a new category of citizens, imbued with ethical and moral values. In this context, ULCC, in collaboration with the Ministry of National Education and Vocational Training (MENFP) and with the support of UNODC, developed and validated in 2025 an ethics manual focused on the fight against corruption, structured in four modules adapted to the three cycles of basic education and to the new secondary level, accompanied by a pedagogical guide for teachers. The present assignment falls within the roll-out phase of these tools: teachers must now be trained in their use through four five-day training sessions. It also includes the pedagogical review of the curriculum « Les Génies de la Bonne Gouvernance » developed by IGF (Inspection Générale des Finances) — six modules in twelve lessons covering national public administration, the control architecture, integrity and transparency, responsible public management and citizenship. The assignment is implemented under the project “Strengthening Haitian capacity to fight corruption and impunity — Phase II” (P016393), funded by Canada. Objective of the assignment: The objective of this assignment is to roll out the ethics manuals developed in 2025 by delivering four (4) training sessions of five (5) days each for teachers, on the basis of the validated student manual and pedagogical guide. The consultant will also be responsible for conducting the pedagogical review of the curriculum « Les Génies de la Bonne Gouvernance », already developed, in order to ensure its didactic coherence and its suitability for the target audiences. The training sessions pursue the following objectives: • To provide young people with the necessary knowledge of the principles of organization and functioning of a genuinely democratic society founded on ethical and moral values; • To instil in young people a sense of integrity, ethics, honour and dignity; • To establish a culture of accountability in schools from the earliest age; • To cultivate a culture of integrity in which corrupt practices are not tolerated. The training sessions are intended for teachers of the first three cycles of basic education as well as for those of the new secondary level, from NS1 (third year of secondary school) to NS4 (final year of secondary school). Each training session will cover the four modules of the manual, adapted to the different levels of education. Specific tasks to be performed by the consultant: Under the direction of the Anti-Corruption Adviser based at the UNODC office in Haiti, the national consultant will be responsible for: • Delivering four (4) training sessions of five (5) days each for teachers, on the basis of the manuals and training modules developed during the first phase of the project. o The methodology will include PowerPoint (PPT) presentations for each day. o Part of the training will focus on pedagogy: how to use active learning and a child-centred methodology. o Part of the training will be devoted to the substance of the subject: what ethics and integrity are, etc. The objective is to explore some of the training themes over a number of sessions. o The methodology will include basic information on how to organize and manage subsequent training sessions. o Indicative schedule of the sessions: session 1, from 28 September to 2 October 2026; session 2, from 12 to 16 October 2026; session 3, from 26 to 30 October 2026; session 4, from 9 to 13 November 2026. These dates are indicative and will be confirmed with ULCC and MENFP. • Conducting the pedagogical review of the curriculum « Les Génies de la Bonne Gouvernance » (six modules in twelve lessons) and submitting a report of recommendations addressing, in particular: the full formulation of the learning objectives for each session; the consistency of durations across modules, lessons and sessions; the suitability of content and methods to the age of the learners; the strengthening of active learning methods; and the design of the assessment framework for module 6 (indicative period of implementation: from 16 November to 4 December 2026); • Producing an activity report after each training session as well as a final mission report. The training sessions will cover the themes of the manuals, such as: • The civic and moral rights and duties of citizens: essential to guaranteeing the rule of law and promoting the proper functioning of democratic society. • The manifestations of corruption: understanding the different forms that corruption takes today. • The concepts of accountability, ethics and integrity: essential to upholding the rule of law and promoting a culture of trust and fairness. • International conventions against corruption: in particular the Inter-American Convention against Corruption (IACAC) and the United Nations Convention against Corruption (UNCAC). • National legal framework and anti-corruption agencies: understanding national laws and regulations, as well as the roles and functions of the specialized anti-corruption agencies, in order to combat corruption effectively in the country.

• An advanced university degree (master's or equivalent) in law, criminal justice, economics, human rights, business administration or public administration, international development, political science or social sciences or another related field, is required. A first level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree. • A minimum of 7 years of experience with a master's degree, or 5 years with a bachelor's degree, in the field of the promotion of the rule of law is required; • A minimum of 5 years of teaching experience is required; • Professional experience in the fight against corruption and in corruption prevention is desirable; • Experience in the delivery of training on ethics and anti-corruption is required; • Experience in instructional design, in particular in the development or revision of curricula and training tools, is required; • Experience of working with civil society in the field of the fight against corruption is desirable; • Experience in the implementation of activities in cooperation with the United Nations or a similar organization is desirable; • Relevant experience in working with, or in providing technical assistance to, the Government of Haiti is desirable;

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written French is required. Knowledge of English or another official United Nations language is an advantage.
