Organizational Setting: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP's Industry and Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The GEF Chemicals and Green Chemistry Unit of the Chemicals and Health Branch is responsible for the development and management of all GEF projects implemented by UNEP in the Chemicals and Wastes focal area. The team is responsible for the identification, development and implementation of projects funded by the Global Environment Facility (GEF) and implemented by UNEP. As part of its duties, the GEF Chemicals and Green Chemistry Unit is in charge of supervising a portfolio of ongoing projects, develop new projects to be submitted to the GEF and assist countries to close finished projects. The GEF Chemicals and Green Chemistry Unit is in the process of developing several projects related to the phase out on the use of dental amalgam in oral care. Project submission is time sensitive (the submission package for one step Medium Sized Projects (MSPs) should be ready by first half of 2027. Therefore, project submission requires additional support. The purpose of these terms of reference is to recruit an international consultant to develop 2 MSPs and associated annexes to phase out use of dental amalgam. This initiative will support the target countries in improving their regulatory and enforcement frameworks, health insurances and non-mercury education initiatives, and strengthening capacities for integrated waste management systems to address both mercury and plastics within the oral health are ecosystem to fulfill Parties’ obligations under the Minamata Convention on Mercury. This work cannot be done by existing team members because it requires knowledge, special skills and full availability for direct contact with authorities and interested parties. The singularity of the work does not justify the hiring of a permanent staff and the services to be performed do not duplicate work or activities already done or about to be done by other individuals, departments or offices. Reporting lines: Under the overall supervision of the Portfolio Manager of the GEF Chemicals and Green Chemistry Unit, the consultant shall report directly to Programme Management Officer. Final deliverables shall be approved by both the Programme Management Officer and Portfolio Manager. Specific duties and responsibilities: The UNEP Mercury Consultant – Oral Health Expert will be responsible for MSPs on "Accelerating phasing out of dental amalgam use through legislation, enforcement, health insurance and education initiatives, and strengthening countries’ capacities for environmentally sound management of chemicals and waste within the oral health care system”: The two MSPs will be targeting the following regions and indicative countries (final country selection will be confirmed as part of the scope of this contract): 1. Regional Asia: Sri Lanka, Bangladesh, Cambodia 2. Regional Africa: Kenya, Mauritania, Burkina Faso For each MSP: Draft project submission packages and its associated annexes and appendices (as indicated in Annex 1) according to UNEP and GEF requirements: - Coordinate, receive and analyse reports, information and data on the subject matter from main partners (government focal points, national and federal institutions, etc) - Develop baseline scenario and key barriers preventing phase down/out of dental amalgam - Develop project design including components, outcomes, outputs and activities and the related problem tree, solution tree and Theory of Change (ToC) - Develop project results framework with appropriate targets and indicators (with guidance to be provided by UNEP) - Develop project budget breakdown (with template to be provided by UNEP) - Develop gender mainstream action plan - Develop stakeholder engagement plan (with assistance from another expert to be recruited by UNEP) - Develop a communication strategy - Develop a risk mitigation plan - Develop a workplan for the entire duration of the project - Develop TORs for key personnel

Advanced university degree in a field related to dentistry, public health or relevant field (e.g. international relations, law, political or social science, environmental studies, environmental or industrial or chemical engineering) is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. At least 7 years of working experience in project management (including project preparation) at the international level is required. Working knowledge of donor funded projects (development and supervision) required. Experience in the implementation of GEF and or/ UNEP environmental or industry related programmes, projects and activities is desirable.

Fluency in English, including good drafting/writing skills is essential. Working knowledge of French is desired.
