Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

Operations Divisions, and the Office for Verification in Iran, perform and document safeguards verification activities and conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. These teams implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.


Main Purpose

Reporting to the Section Head through the Senior Inspector for Coordination, the Safeguards Coordination Associate serves as the focal point for communication, administrative support, and services related to the Committees and Working Groups of the IAEA/European Commission (EC) Liaison Committee. The Safeguards Coordination Associate coordinates both the internal IAEA and bi-lateral processes facilitating the production of new and revised Subsidiary Arrangements, Facility Attachments and Installation Lists, partnership approach papers addressing safeguards approaches, and cooperative inspection arrangements. In addition, the Safeguards Coordination Associate organizes regular bilateral meetings and maintains the on-line library of associated documents, including the archive of meeting minutes, partnership approach papers, and other working documents.


Functions / Key Results Expected

Facilitate, through the coordination and organization of information, the IAEA and European Commission reviews, responses and reconciliation of issues impacting new or changed safeguards cooperation agreements in European Union States.
Ensure effective liaison with internal and external stakeholders including the Director General’s Office (DGO), the Office of Legal Affairs (OLA), and European Commission representatives.
Support the organization of IAEA/EC meetings, including invitations, travel arrangements, preparatory documents, meeting logistics and visitor access.
Take and prepare minutes of meetings and update action lists for each IAEA/EC Committee and Working Group in conjunction with the meeting co-Secretary and co-Chair.
Compile, process and update classified data from Divisional Statements of Import Communication, as well as nuclear material advance import/export notifications from the respective States.
Analyse the advance notifications and incorporate detailed data into the transit matching database. Disseminate classified information in accordance with established procedures.
Draft and prepare documents and official correspondence with States, according to established procedures.
Prepare and oversee the review and approval of State Subsidiary Arrangements and Facility Attachments.
Maintain divisional radiation protection records to ensure that staff are in compliance with radiation monitoring requirements, notifying staff of deadlines and following up on non-compliance or exposure issues.
Perform other duties and provide support and/or backup to colleagues as required.

Qualifications, Experience and Language skills

  • Proven knowledge of radiation safety administrative procedures and familiarity with EURATOM an asset.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

  • Administrative skills testing might be part of the selection process.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 68788 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
