Organizational Context and Scope

International Organization for Migration (IOM) has undertaken a Business Transformation (BT) process, a priority driven by IOM’s Internal Governance Framework (IGF) initiative including a global review of its enterprise resource planning management (ERP)-based process flows to update its systems and establish a fit-for-future way of working globally, supported by Oracle Cloud Fusion ERP, Salesforce, PRIMA SharePoint system and related satellite technologies.

Under the overall supervision of the Chief, ERP Solutions and Services Unit and direct supervision of the Technical Integration Lead, the ICT Officer (Corporate Solutions & AI) will be responsible for contributing to the smooth running of the Oracle enterprise resource planning management (ERP) solution, extensions and integrations on the Oracle Cloud Infrastructure, and for remaining technically sound with respect to continuous platform updates and business improvement.

Responsibilities

  1. Administer, optimize and support the governance of Oracle Cloud Infrastructure (OCI) PaaS and IaaS, Oracle AI Data Platform, Oracle Enterprise Performance Management (EPM) and Oracle Fusion ERP ensuring high levels of performance, security, scalability, and cost efficiency. 

  2. Oversee comprehensive platform monitoring and operational continuity, including system health checks, performance monitoring, resourceusage governance and universal cloud credit tracking.

  3. Develop, maintain, and continually improve  architectural artifacts, OCI configurations, and maintenance standards in alignment with enterprise architecture and audit requirements.

  4. Manage and analyze user license consumption across Oracle ERP, Oracle Cloud Enterprise Performance Management (EPM), and OCI, providing regular reporting and recommendations for optimization to business owners and technical leads.

  5. Oversee the administration and lifecycle management of Oracle Fusion ERP and EPM SaaS environments, including quarterly upgrades, environment refreshes, validation cycles, and readiness assessments.

  6. Design and implement infrastructure solutions to support new and existing projects, ensuring alignment with enterprise solution architecture, technical integration standards, and security requirements.

  7. Oversee issue tracking and resolution processes for Oracle ERP scheduled processes (e.g., ESS jobs), ensuring continuity of core business operations and collaborating with technical teams to address systemic issues.

  8. Implement backup strategies and ensure data recovery procedures are in place and tested regularly in OCI.

  9. Administer security, identity, and access governance activities, administering user accounts, roles, IAM policies, data security models, OAuth applications, and support the review of audit trails and security logs in coordination with cybersecurity teams.

  10. Provide advanced technical support and subjectmatter expertise for Oracle Fusion ERP, Oracle EPM, Oracle AI Data Platform, and OCI platforms, diagnosing complex technical issues and guiding resolution efforts across technical and functional teams.

  11. Contribute to strategic planning and continuous improvement initiatives, ensuring platform administration practices evolve in line with emerging technologies, Oracle Cloud updates, and organizational needs.

  12. Support the enablement, configuration, and optimization of Oracle Fusion ERP AI capabilities, ensuring responsible adoption, alignment with functional requirements, and compliance with organizational governance frameworks.

  13. Design, develop, and deliver bespoke AIdriven solutions and automations using fitforpurpose technologies—such as cloud integration platforms, lowcode frameworks, generative AI services, and dataprocessing pipelines ensuring all solutions align with IOM’s enterprise architecture standards and technology governance frameworks.

  14. Collaborate with solution architects, process owners, and technical teams to identify and prioritize opportunities for AIenabled process optimization across finance, procurement, HR, supply chain, and related modules.

  15. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Management, Information Technology, Computer Science, Engineering, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
  • Certification in Oracle Cloud technologies is an advantage.
     

Experience

  • Experience with Oracle Cloud Infrastructure – either in a similar system administration role or a platform administrator is required;
  • Experience working with Oracle ERP and Oracle Cloud Infrastructure is a must;
  • Experience working with Microsoft technologies is an advantage;
  • Experience enabling Oracle Fusion AI capabilities is a must;
  • First-hand experience in implementing, monitoring, and maintaining Oracle Cloud solutions, including major services related to Oracle Integration Cloud, VBCS, Compute, Storage, Networking, ATP Database and Security;
  • First-hand experience with the Oracle ERP solution is required; knowledge of ERP modules (HR, Finance, Procurement) would be an advantage; and,
  • Experience with user management and IAM policies with OCI.
     

Skills

  • Demonstrated ability to liaise effectively with internal technical and business stakeholders; and,
  • Ability to coordinate activities involving internal resources, consultants and system integrators (contractors).
     

Languages

For this position,  fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
