1. Post Context
Headquarters JSEC provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA).
The Management Directorate (MGT) is responsible for the integration, coordination and implementation of services, activities and facilities management across the HQ to support the mission.
The Base Support Group (BSG) is responsible for: providing material, warehousing, property management and HN Liaison; co-ordinating facility engineering & maintenance, transportation, duty travel, health & environmental safety and fire prevention in support of the HQ.
The Base Support Management Branch (BSM) is responsible for internal management to include planning and coordination of HQ base operations.
The incumbent is responsible for implementing photographic, graphics arts programs and operating the printing and reproduction services. Designs, co-ordinates and elaborates forms and publications and provides reprographics support to the Command.
2. Principal Duties
The incumbent's duties are:
a. Implements photographic, graphics arts programs and operates the printing and reproduction services.
b. Designs, co-ordinates and elaborates forms and publications and provides reprographics support to the Command.
c. Controls, manages, stores graphics files.
d. Combines expertise and creativity to develop pictures and decorations in the production of graphics arts.
e. Supports personnel on daily activities related to the graphic creation and software-graphics equipment.
f. Maintains contact with local companies and suppliers of printing.
g. Assesses new products and makes recommendations for purchase of new items, materials, equipment, for which knowledge of the host nation’s language should be adequate.
h. Undertakes work as part of a project team or working group as directed or assigned.
i. Responsible for distilling complex information into visual presentations i.e. information graphics.
j. To coordinate with NATO Brand Hub as needed to integrate JSEC products into wider NATO communications if needed.
k. To maintain an archive of current and past logos, infographics and other graphic material for use as needed.
l. To submit observations in her/his area of expertise and contribute to the Lessons Learned process.
3. Special Requirements
a. The incumbent may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
b. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY (temporary duty) assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
4. Essential Qualifications
a. Professional Experience
This role requires proven experience in Graphic design.
This role requires expertise in audio-visual techniques, including the ability to apply creative and technical skills across a range of digital and print media. The successful candidate should have experience in developing visual content through methods such as graphic reproduction, photography, computer graphics, color reproduction, and the integration of images, text, and design elements. The role also requires knowledge of media production processes, including the creation and production of books, magazines, posters, advertisements, digital content, video, film, radio, television, etc.
b. Education/Training
Secondary education and basic training in specific task-related skills, with 2 years’ experience. The additional job specific qualifications and experience are described under Professional Experience paragraph. In case of ambiguity the required job specific experience has priority over the standard education and training levels and experience described here.
c. Language
a) English - SLP 3333 - (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. Desirable Qualifications
Education/Training
Any further training certificates and courses related to subject field or acquired through NATO (e.g.: NATO Orientation Course, EDMS – Electronic Document Management System User course, NIP - NATO Information Portal Contributor etc.);
6. Attributes/Competencies

The candidate must be able to understand all aspects of JSEC and ACO processes and outcomes.

c. Contribution to Objectives
The incumbent provides significant support to the Command in the form of support for briefings, conferences and exercises. Ensures the most effective support for high-level visits and conferences. Performance may have an impact on the image of the headquarters.
d. Supervisory Responsibilities
Implements photographic, graphics arts programs and operates the printing and reproduction services.
7. Contract
a. Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
b. In accordance with current policy, newly recruited staff will be offered a three-year contract which may be extended, subject to a satisfactory recommendation, to an indefinite duration contract.
c. Salary/Benefits: The salary is tax free including (where eligible) expatriation, family and children's allowances and additional privileges for expatriate staff; Education allowance for children (where appropriate) and an excellent private health insurance scheme; Generous annual leave and home leave (if eligible); Retirement Pension Plan.
