About this position

We are looking for a strategic, analytical, and results-driven Infrastructure Finance Specialist with transaction execution capability, stakeholder management, strong communication skills, and ability to work in multidisciplinary teams.

As an Infrastructure Finance Specialist, you will support the Water and Sanitation Division (WSA) in structuring and executing innovative financial solutions across the full spectrum of sector financing, including project finance, corporate finance, working capital operations, and capital market solutions. You will help strengthen utilities' financial sustainability, mobilize investment, and develop scalable financing models.

WSA is responsible for supporting countries in expanding access to water and sanitation services, strengthening sector governance, and mobilizing public and private financing for infrastructure. The specialist will report to the Division Chief and work closely with sector teams, country offices, and relevant IDB Group entities. 

What you’ll do

  • Identify, assess and propose financing opportunities for clients, including refinancing of existing debt, capital markets issuances, and the use of IDB financial instruments (e.g., guarantees, global credit financing); develop indicative financial structures and support investor outreach and market sounding to evaluate demand and attractiveness.
  • Structure corporate finance operations for water and sanitation utilities, including corporate loans, debt swaps, refinancing, liability management, and balance-sheet strengthening transactions, deliver structured operations for selected counterparties.
  • Design and deliver working capital solutions such as revolving credit facilities, liquidity lines, receivables financing, and short-term financing instruments for selected counterparties.
  • Structure project finance and PPP transactions, in coordination with IDB’s PPP Unit, including risk allocation frameworks, business models, and bankability assessments, building a pipeline of finance-ready utility and infrastructure transactions.
  • Develop blended finance structures combining concessional, public, and commercial capital, and promote the use of de-risking instruments, such as guarantees.
  • Support capital market transactions, including thematic bonds, pooled financing vehicles, and other thematic instruments, contributing to the finance-ready pipeline.
  • Advise public water and sanitation utilities and governments on creditworthiness improvement, debt capacity, tariff sustainability, and financing strategies, producing actionable recommendations to strengthen utility financial sustainability and creditworthiness.
  • Coordinate with engineering teams to ensure technical investment plans are financially viable and sustainable.
  • Coordinate with IDB Invest and other internal/external partners on private sector and non-sovereign opportunities.
  • Develop and deliver standardized financial templates, models, and toolkits for future transactions and replication across countries.

What you'll need

  • Education: Master’s degree in finance, economics, business Administration, engineering, or related field relevant to the responsibilities of the role.
  • Experience: Minimum of 4 years of work experience (7 years preferred), including experience in corporate finance, project finance, infrastructure finance, PPPs, investment banking, financial advisory, or development finance. Demonstrated experience structuring and executing financing transactions and developing financial models. Experience in infrastructure sectors such as water and sanitation, energy, transport, or utilities is highly desirable. 
  • Languages: Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

International staff contract, 36 months initially, renewable upon mutual agreement.
