Organizational Setting and Reporting Relationship
The position of Principal IT Specialist (Digital Adoption and Outreach) is assigned to the Office of the Director General, ITD (ITOD) within the Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director General, ITD or to a Designated Director and will oversee junior team members.
Your Role
As a Principal IT Specialist (Digital Adoption and Outreach), you will (i) drive the strategic adoption and change management efforts for digital transformation initiatives, including learning and digital fitness programs; (ii) lead the communications and marketing for ITD, and (iii) lead and drive digital capabilities development and implementation, achieving corporate results in staff digital competency.
You will:
Strategic Adoption and Change Management

Promote business vision with a benefit framework that links adoption of change to successful business outcomes by performing quantitative assessment of change programs under IT projects and other initiatives.

Employ a structured and culturally appropriate change management methodology to facilitate change and promote commitment to adapt to change.

Guide and prepare change team members by assessing the magnitude of change and the organization's readiness; tailoring change management plans (including for stakeholders, sponsors, business owners, champions, training, communication, coaching, resistance management, measurement, rewards and recognition) to accommodate the needs of the different impacted stakeholder groups.

Collaborate with BPMSD to design and implement mechanisms that encourage desired digital behaviors and align job roles, behavioral competencies, and performance metrics with ADB's digital transformation objectives.

Provide leadership for change advocates within the stakeholder community by involving trusted informal leaders to create employee understanding and influence successful organizational change.

Promote and provide training, coaching and mentoring about change management practices to senior leadership, stakeholder managers, project managers and others to increase their effectiveness in driving sustainable change.
Marketing and Communications for Digital Initiatives

Lead external digital marketing efforts to promote digital innovation initiatives, including marketing of open innovation challenges, building an online community of start-ups and other partners, and creating thought leadership content on digital innovation

Work with ITD Leadership Team to design bank-wide communication campaigns, engagement activities, and events that promote awareness of the department's initiatives.
Digital Learning and Capability Development

Manage digital learning projects to build a modern digital learning environment that aligns the efforts of diverse business stakeholders across the Bank.

Implement a digital fitness program for ADB personnel to become more digitally able to use digital technologies in their work and for collaboration.

Establish ADB's Digital Competency Framework and design learning pathways and capability development programs, while leading the implementation of the Digital Capability Development Strategic Plan.
Administration

Support the Director in managing the division, including reporting and other requirements.

Represent the department on interdepartmental working groups to support ADB-wide initiatives and create an enabling environment for change.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Plan and ensure the ongoing learning and development of reporting staff.
- Perform other tasks as required.
Qualifications
You will need:
-
Master's degree in information technology, information systems, business administration, project management, organizational development, international relations, engineering, journalism, communication, or other related fields. Alternatively, university degree and at least 5 years specialized experience relevant to the position can be considered.

At least 12 years work experience including international experience working in several countries.

Must be able to effectively handle difficult clients and have proven successful relationship management experience.

Must have driven organization-wide change management efforts.
-
Demonstrated experience producing organization-wide communications and communication strategies.
-
Prosci certification is preferred.
-
Must have strong written and verbal communication skills in English.
-
Must also be capable of tailoring messages for different audiences, bringing out complex concepts in a simple, unambiguous, understandable, and impactful manner.

Must be driven towards self-development to stay current on customer experience, organizational change management, IT service management, and supervisory procedures & practices.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
