Organizational Setting and Reporting Relationship

The position of Principal Business Intelligence Specialist (Operations) is assigned to the Office of Business Intelligence and Operations Coordination (BIOC). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to Head, Sector Operations Coordination and will oversee junior team members.


Your Role

As a Principal Business Intelligence Specialist (Operations), you will support BIOC's mandate by analyzing sovereign operations data and providing insights that strengthen data-driven decision-making across ADB. You will help improve understanding of the early stages of the project cycle through data-informed pipeline management and complementing existing portfolio oversight functions. Your work will focus on monitoring and analytics for upstream project processing, using lessons learned and forward-looking analysis to improve project efficiency, readiness, and quality. You will also help consolidate and validate data from systems such as eOperations and Sovereign Operations (SovOps), while identifying ways you can improve how you capture and use this data. This role requires close collaboration with Sector Departments, Regional Departments, and the SovOps team in BIOC.


You will:

  • Lead strategic alignment and operational efficiency by overseeing and assessing the project pipeline for consistency with sector, thematic, and regional priorities.
  • Enhance the quality and readiness of project data for reporting and monitoring, including support for—Board approvals, early identification of processing delays, and strengthening implementation readiness.
  • Use data analytics to track pipeline delivery, identify bottlenecks, flag potential processing delays early, and recommend improvements to pipeline planning and project processing.
  • Support data‑driven decision‑making for project prioritization and resource allocation.
  • Lead and develop clear and innovative dashboards, visualizations, and reports to monitor and report on pipeline delivery and project implementation.
  • Collaborate with regional and sector teams to improve data definition and process to capture project processing milestones, efficiency, and refine processing procedures, and promote knowledge sharing across ADB.
  • Represent BIOC in cross‑functional working groups on project pipeline management and processing improvements.

Qualifications

You will need:

  • Master's degree or equivalent in information technology, data science, business administration, economics, engineering; or University degree and at least 5 years specialized experience relevant to the position can be considered.
  • At least 12 years of relevant experience in data analytics, portfolio analytics, or business intelligence, with experience in operations, project management, organizational development, or policy formulation including international experience working in several countries.
  • Experience using data analytics and visualization tools such as Power BI, Tableau.
  • Hands-on experience in data analytics, data visualization, or business intelligence.
  • Demonstrated capacity to learn and apply new technologies.
  • Proficiency in both spoken and written formats in English.
  • International experience working in development.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
