Customs Training Consultant - HPMP Stage II (second tranche) in Ghana

Background: UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental UNEP is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. Through its OzonAction Compliance Assistance Programme (CAP), UNEP provides global programme management services to ensure that National Ozone Units (NOUs) receive advisory support, capacity building and technical assistance necessary to implement activities approved by the Multilateral Fund’s Executive Committee. At the same time, UNEP ensures that the Executive Committee receives timely, accurate, relevant and high-quality project proposals, financial reports, substantive updates and information on the implementation of activities in beneficiary countries. Under the Hydrochlorofluorocarbon (HCFC) Phase-out Management Plan (HPMP) Stage II, UNEP supports Ghana to reduce HCFC consumption through regulatory strengthening, customs training, enforcement, and capacity-building interventions. As part of the approved activities under HPMP Stage II (second tranche), project GHA PHA 95 TAS 59, which was approved at the 95th Meeting of the Executive Committee, includes a series of customs and enforcement training activities designed to strengthen national capacity to control illegal trade in HCFCs and other ozone depleting substances. Accordingly, UNEP seeks the services of a qualified consultant to support the delivery and implementation of customs training activities for Ghana. This position is located within the UNEP Law Division, Africa Office. During the assignment, the consultant will work under the supervision of the Montreal Protocol Regional Network Coordinator for the Anglophone Network of Ozone Officers, and in close coordination with the National Ozone Unit (NOU) of Ghana. Specific Duties and Responsibilities: The consultant will support UNEP and the National Ozone Unit to implement all customs related activities under HPMP Stage II (second tranche). Responsibilities include the following: 1. Submit a detailed work plan and schedule for implementing all training workshops clearly outlining timelines, responsibilities and expected outputs. 2. In consultation with NOU, conduct five training workshops for 10 customs officer trainers at five different ports of entry on refrigerant identifiers (including four women). 3. Develop and update training materials and manuals including presentations, case studies, standard operating procedures and practical demonstration modules. 4. Coordinate with the NOU, Customs Division of the Ghana Revenue Authority and other relevant agencies to ensure effective planning, mobilization of participants and logistics for all training activities. 5. Prepare detailed training and progress reports for each workshop including gender disaggregated participant data, pre and post evaluation analysis, key findings, challenges and recommendations. 6. Submit a comprehensive final report summarizing the implementation of all training activities, results achieved, lessons learned and recommendations for future enforcement strengthening under subsequent phases of the HPMP.

Master’s degree in engineering or environmental science or related area is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A minimum of five years of progressively responsible experience in environmental management, customs enforcement, engineering, environmental science, or a related field, preferably within the context of international environmental agreements is required. Practical experience in customs capacity building, enforcement of environmental regulations, border control procedures, or related compliance initiatives. Experience working with national customs authorities, enforcement agencies or ODS control systems is highly desirable. Strong technical knowledge of ozone-depleting substances, including HCFCs, their trade control measures, and refrigerant identification technologies. Experience in supporting the implementation of Montreal Protocol activities or national HCFC phase out strategies is an added advantage.
