The ultimate results of services provided by the contractor will be: 1. EOI Development support: a. Development of the EOI for UNEP led integrated programme on pollution free child project for consultation with the GEF-Sec b. Subject to successful EOI process, development of the PFD for UNEP led programme on pollution free supply chain including coordination with countries for endorsement letters, identification of relevant executing agency/ies and submission to the GEF c. Development and implementation of project in the Caucasus and Central Asia; 2. Portfolio support: a. Assist in other project development activities as required based on the review of project needs by the Chemicals and Waste Portfolio Manager

Duties and Responsibilities

The Chemicals and Health Branch plays a key role in supporting countries to implement, develop and execute chemicals related GEF projects that fit within its comparative advantage. As part of its duties, the GEF Chemicals and Green Chemistry Unit is in charge of developing new projects to be submitted to the GEF, supervising a portfolio of ongoing projects, initiating terminal review/evaluation of eligible projects and assist countries to close finished projects. The team also provides coaching and advice to UNEP colleagues in the Chemicals and Health Branch and in other divisions. The 9th cycle of GEF has started in July 2026. The GEF C&GC will develop number of projects during the GEF-9 cycle based on the identified priorities with regional offices and beneficiary countries. UNEP proposes to develop some key programmes as lead agency including supply chain integrated programme (IP). Supervision of the development of such project proposals has been assigned across the GEF team but the volume of work to be undertaken requires additional inputs from a specialist consultant with experience in drafting of GEF proposals. The development of the submissions is time sensitive and the workload requires the support to be available as early as possible. The consultant will support the GEF C&GC by: 1. Develop the expressing of interest for the GEF-9 integrated programme on pollution free supply chain in consultation with the portfolio manager, responsible task manager, strategy consultant and the Convention (BRS and Minamata) secretariats; 2. Coordinate with potential countries for UNEP led child projects preparing for country Expression of Interest submissions; 3. Initiate the development of the PFD and concept notes for global and UNEP led child projects 4. Support in identification of potential co-financers partners, including the investment banks, MDBs, private sector, etc.; 5. Support the development and implementation of projects in Caucasus and Central Asia. 6. Support to portfolio management as and when required.

Qualifications/special skills

First level or advanced university degree in a field related to Environmental Sciences (chemistry, chemical engineering, science, environmental studies, environmental engineering, environmental protection) is required. At least 3 years of working experience in project management (including project preparation) at the international level is required. Working knowledge and experience of GEF projects (development and supervision) is required. Experience in the implementation of environmental programmes, projects and activities would be an asset.

Languages

Fluency in English, including good drafting/writing skills is essential. Fluency in Russian is an asset. Working knowledge of other UN languages is an asset.
