Organizational Context and Scope

Under the general guidance of the Head of the Returns and Recovery Unit, overall supervision of the DTM Coordinator and direct supervision of the National Database Officer in Erbil, the Database and web developer will be responsible and accountable for the following duties

Responsibilities

  1. Manage/monitor the DTM website and maintain optimal website performance.

  2. Develop and design new content for the DTM website.

  3. Develop, design, test, and deploy submission viewer web portal.

  4. Manage DTM website, submission viewer web portal code on Microsoft Azure Repos.

  5. Analyse, model, visualize, and publish data using data visualization frameworks (such as Highcharts). Creating dashboards and interactive reports using BI platforms (such as Tableau, Microsoft Power BI).

  6. Create and develop tables, views, functions, SQL queries and stored procedures to retrieve and manipulate information for reporting and data process purposes.

  7. Support the quality control and data retrieval mechanisms. 

  8. Support the gathering, management, storing and sharing of data, and support the development of data collection tool (ODK).

  9. Develop new or revise existing web-based tools/systems as requested by the different teams; Establish and guide the website’s technical architecture.

  10. Assist with IOM ICT data standards compliance and best practices to facilitate integration between systems and platforms.

  11. Perform proper backup, restore, data validation, and security procedures of source code of the new DTM website to ensure data integrity and availability.

  12. Ensure that all data collection, storage, analysis, dissemination and data of online applications is in line with IOM’s data protection principles.

  13. Stay up to date with new trends and advancements in web development.

  14. Perform such other duties as maybe required.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in Information Management, Computer Science, or related fields from an accredited academic institution with five years of relevant professional experience.

  • Completed High School degree from accredited academic institution with seven years relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • At least 3 years of experience using some or all of the following tools: Excel, Microsoft Visual Studio (ASP .NET C#), ASP.Net MVC framework, and MySQL, SQL server.
  • Experience with using Git and Microsoft Azure Repos.
  • Experience with using Tableau, PowerBI, Highcharts, and InDesign is an advantage.
  • Experience in Information Management, management and coordination of information flows, data management including collection, storing, processing, and analyzing data to generate information products.
  • Experience in managing data entry and maintenance.
  • Ability to work independently or with minimal supervision.

Skills

  • Substantial knowledge of non-profit work including data collection and data analysis in post-conflict settings. 

  • Knowledge of Durable Solutions Principles, international standards and Frameworks, Guiding Principles on Internal Displacement. 

  • Technical understanding of core protection concepts, prevention, and response strategies. 

  • Proven experience of research and assessments on displacement and durable solutions and ability to summarize and explain complex information to other. 

  • Excellent analytical, proficiency with computers, especially MS Office and analytics software, mastery of certain programming languages may be required writing and presentation skills. 

  • Ability to recognize patterns and trends in large data sets and use numerical information to develop business strategies. 

  • Excellent communication, writing, and presentation skills.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

Fluency in English is required 

Arabic and Kurdish are advantage Languages

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
