Sustainable cooling expert - Asia Pacific

The result of services is to support the Cool Coalition under the Mitigation Branch in accelerating efforts to expand sustainable, efficient, climate-friendly cooling and heat resilience in Asia Pacific including in supporting delivery and replication of country pilot projects in Asia-Pacific; convening and engaging partners and governments to build commitments on sustainable cooling and translate into actions; supporting knowledge product development and training; and engaging with and showcasing activities in global/regional working groups and forums, both for sustainable cooling and heat resilience. The consultant will support the Cool Coalition Secretariat with developing three funding proposals on passive cooling and climate-friendly cooling in the Asia-Pacific region. The consultant will support partnership building efforts related to passive cooling initiatives in the region, including stakeholder and donor engagement, identification of strategic collaborators, and facilitation of cooperation frameworks. A consultant is needed to perform tasks of a technical and analytical nature as part of the Cooling and Buildings Unit of the Mitigation Branch, Climate Change Division, United Nations Environment Programme (UNEP) placed in UNEP’s Regional Office for Asia and the Pacific. Specifically, a consultant is needed to provide technical and strategic expertise in scaling-up UNEP's activities in the Asia-Pacific region on climate friendly cooling, sustainable materials and heat resilience under the framework of the Cool Coalition and Global Alliance for Buildings and Construction as part of the Mitigation Branch of UNEP with significant liaison with UNEP Asia-Pacific Office, Paris Office, India Office. The consultant will support the Cool Coalition Secretariat and Global Alliance for Buildings and Construction on activating a knowledge base; advisory and demonstration support on sustainable cooling and heat resilience; fundraising and scale-up, advocacy and outreach. This will include providing technical inputs and review to project deliverables, technical guidance to partners and support to policy dialogues and financing strategies on sustainable cooling and built environment including passive cooling and sustainable materials; technical inputs to design of country implementation programmes and funding proposals; supporting UNEP engagement of governments in the region and evaluating needs and progress on sustainable cooling and unlocking funds for technical assistance; sharing of best practices between UNEP projects and partner activities in the Asia-Pacific region; and providing technical expertise and organizational support to the development of tools, methodologies, reports and associated trainings. The consultant will support partner and government engagements and convenings in the region and provide organizational and technical support for country and regional events including designing and delivering training. The consultant will also ensure that UNEP’s activities are well-aligned with other internal UNEP programmes and partners. Relevant UNEP work on cooling in the region includes supporting ASEAN Centre for Energy on rollout of passive cooling and heat resilience roadmap; nature for cooling, passive cooling and urban heat reduction projects with the government of Cambodia; regulations and policy development for sustainable cooling and materials in Bangladesh; passive cooling guidelines in India; urban cooling in Viet Nam; and sharing learnings from South Asia to cooling projects in other regions. The consultant will support fundraising and partner engagement efforts to expand this portfolio and share best practices globally in consultation with various UNEP offices.

The consultant should have post graduate qualifications in sustainable urban planning, architecture, landscape planning, civil engineering, building science, environmental studies, or equivalent expertise. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of eight years in a relevant field of work, preferably with a focus on sustainable urban planning, urban heat mapping, GIS, passive cooling and green buildings. Expertise in technology, financing, policy and regulatory frameworks related to urban cooling is an advantage. Experience in engaging multiple stakeholders in project development and partnership building is essential. Experience engaging governments and cities on passive cooling in Asia and the Pacific is an asset. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
