Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

Under the current biannual workplan (2026-2027) of UN Women Armenia and in line with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026–2030 for Armenia, UN Women supports national partners in advancing gender equality and women's empowerment through strengthening gender-responsive governance, eliminating violence against women and girls, promoting women's economic empowerment, and transforming discriminatory social norms.

Within this framework, UN Women, in partnership with the European Union and the United Nations Population Fund (UNFPA), is implementing the joint regional programme "EU 4 Gender Equality: Together against Gender Stereotypes and Gender-Based Violence" (EU4GE) – Phase III across Armenia, Georgia, Moldova and Ukraine. Building on the achievements and lessons learned from the previous two phases, the programme aims to accelerate progress towards gender equality by addressing the root causes of gender discrimination and gender-based violence through a comprehensive approach to transforming discriminatory social norms.

The programme adopts an integrated and evidence-based approach that combines institutional strengthening, community engagement, strategic communications and private sector partnerships to promote gender-responsive policies and services, prevent and respond to gender-based violence, expand women's economic opportunities, and strengthen women's leadership and agency. Through coordinated interventions with public institutions, civil society organizations, media, academia, youth networks and the private sector, the programme contributes to the implementation of national gender equality commitments while supporting participating countries' alignment with European Union standards on equality, non-discrimination and human rights.

In Armenia, the programme supports national institutions and partners to strengthen gender-responsive legislation, policies and institutional capacities; enhance prevention and response mechanisms for gender-based violence; engage communities in challenging gender stereotypes and discriminatory social norms; promote women's economic empowerment and inclusive workplaces; and strengthen civil society advocacy and strategic partnerships for gender equality.
