The Trade Union Advisory Committee to the OECD (TUAC) is an international trade union organisation representing the views of the labour movement to the OECD and its various committees. It has a permanent secretariat based in Paris led by a General Secretary, and is independently funded by national trade union confederations.

The TUAC Secretariat is hiring a Temporary Policy Advisor to support TUAC’s work in the area of education and skills policy. The selected person will report to the General Secretary of TUAC.

Job Description

Main Responsibilities

Policy analysis and research

  • Monitor developments in education and skills policy of relevance to trade unions and workers;
  • Develop and draft statements and position papers; and
  • Assist with the preparation of briefing notes and speaking notes for the General Secretary.

Liaison, representation and outreach

  • Co-ordinate the meeting of the TUAC Working Group on Education and Skills;
  • Represent TUAC and coordinate trade union participation in relevant OECD Committees, Working Parties as well as other events and meetings;
  • Work closely with TUAC affiliates, other trade unions and international trade union partner organisations;
  • If required, liaise with the relevant OECD Directorates, Member countries’ permanent delegations and other international institutions; and
  • Draft blogs and content for social media outlining TUAC’s key policy messages and/or analysis of OECD work that is of interest to trade unions.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in international relations, public policy or a related discipline.

Professional Background

  • At least four years of experience in policy advocacy, project coordination or research;
  • Excellent knowledge of the priority policy issues for trade unions in the areas of education and skills;
  • Experience working with the trade union movement (desirable).

Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 1); Enable People (Level 1); Ethics and Integrity (Level 1); Collaboration and Horizontality (Level 2); Achieve Results (Level 1); Innovate and Embrace Change (Level 2).
  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration 

  • Six months temporary contract
  • Ideal start date: September 2026

Salary Information  

  • Salary and conditions will depend on her/his status (temporary staff or official).  
  • For temporary staff, salary starts at 3240 EUR.
