Project Context and Scope
The EU4Migration in Albania project aims to support the implementation of effective, efficient, and EU-aligned border and migration management systems in Albania. The project is embedded in the strategic objective of the National Strategy on Migration (NSM) in achieving effective migration governance to address challenges and enhance migration’s positive impact on development for the benefit of migrants and society. It also supports the Government of Albania's 2023 commitment to improve the quality of asylum decision-making and decentralize procedures at the local level.
The project further contributes to the implementation of priorities identified in the EU Common Position for Cluster 1 – Fundamentals, particularly those related to strengthening migration and asylum governance and ensuring further alignment with the EU acquis in the areas of migration and international protection. In addition, it supports Albania’s efforts to fulfil the closing benchmarks under Chapter 24, particularly in the areas of migration and asylum.
This consultancy works under project output 1.2, which aims to advance the implementation of the National Strategy on Migration (NSM) and the related Action Plan (AP) through the deployment of seconded staff in relevant governmental institutions. The secondment to the Ministry of Internal Affairs (MoIA) will support the work of the Technical Secretariat on Migration (TSM) in the monitoring, coordination and reporting on the NSM and AP implementation, as well as the selected institutions in the implementation of measures under their responsibility.
Under the overall supervision of the IOM Head of Office, the direct supervision of the EU4Migration in Albania Project Manager, and in close coordination with the assigned person at MoIA, the consultant will support MoIA for the implementation of the NSM and its AAP by:
• Preparing technical input on the implementation of migration policies;
• Provide administrative and technical support to MoIA in completing the closing benchmarks for Chapter 24;
• Support the coordination efforts of MoIA including the initiatives contributing to the NSM implementation related to inter alia migration, border, return management;
• Support to the enhancement of coordination and workflows related to the NSM implementation, review and documenting, aimed at institutional memory;
• Providing technical input in policy and strategic development as requested by MoIA;
• Other assistance requested by the responsible directory on migration and asylum
Responsibilities
- Provide technical input for the continuous review of the implementation of NSM/AP according to set indicators, and prepare technical input for consideration of responsible staff at MoIA;
- With guidance from responsible MoIA staff, collect information and data documenting EU best practices in migration and asylum relevant to the context of Albania EU accession;
- Provide administrative assistance in coordinating partner initiatives contributing to NSM implementation, by maintaining correspondence, communication and documentation;
- Provide administrative support in the coordination of partner initiatives related to return, readmission and reintegration
- Contribute to the preparation of technical documents such as analyses, reports, action plans, etc related to migration and asylum;
- Contribute to the monitoring and evaluating the National Strategy on Migration and its Action Plan as well as other migration-related policies;
- Support in developing communication strategies and awareness-raising campaigns on migration, at national or local level.
- Draft policy briefs, press releases, and visibility materials for the TSM in support of the implementation of the National Strategy on Migration, as requested.
- Participate in periodic debriefing meetings with MoIA and IOM
- Other related deliverables as requested by the Ministry of Internal Affairs.
The consultant will prepare and submit monthly reports that describe activities/deliverables on the referring period, accomplishments as well as issues and concerns impeding the progress in providing the outputs by the last working day of the monthly period.
The engagement of the local consultant will take place from Mon – Fri (6 hours per day) based at MoIA. The sign in and sign out timesheet, as well as the monthly reports, will be applied by signature of the consultant and verified by the General Director of the General Directorate of Public Security and Migration Policies at the Ministry of Internal Affairs.

Qualifications
Required Qualifications and Experience
Education
- Completed advanced university degree from an accredited academic institution in Law, Public Administration, International Relations, Economics, Business Administration, Social Sciences, Communications or other related fields.
Experience
- At least 5 years of relevant professional experience.
- Experience (national or international) in migration, asylum, public administration, policy development, institutional development or other related fields is preferable.
- Knowledge of EU standards and international practices regarding migration is preferable.
- Experience in engaging with local authorities and other stakeholders.
- Previous experience working with UN agencies, EU-funded projects and/or other international organizations is preferable.
- Experience in policy development, strategic planning, action plan development, migration governance, institutional development or related fields is preferable.
Skills
- Ability to maintain accuracy and confidentiality in performing responsibilities.
- Excellent analytical, communication and report-writing skills in Albanian and English.
- Strong interpersonal and intercultural skills with attention to detail.
Languages
• Fluency in Albanian and English is requested for this assignment

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
