Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

  • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Background

The United Nations Development Programme (UNDP) is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life. UNDP Cambodia Country Office (CO) works in partnership with the Royal Government of Cambodia (RGC), non-government organizations, civil society organizations, community-based organizations, multilateral aid agencies, bilateral donors, and the private sector to accelerate the achievement of Cambodia Sustainable Development Goals (CSDGs) and other national development priorities as set out in the Pentagonal Strategy for realizing the national vision 2050.  

In Cambodia, the UNDP Country Programme Document 2024-2028 (CPD) identified three transformational shifts as priority for support during the next 5 years. The first shift is toward an economic growth model that accelerates inclusive growth, economic diversification, and human development. The second shift involves championing just energy transition, climate action and nature-based solutions as the foundation for national wealth, well-being, and resilience to shocks. The third shift is towards strengthening institutions, civic space, and participation as enablers for inclusive growth, access to rights and equal opportunities for all, whilst ensuring that the society at large is using the full potential of digital transformation. The CPD is aligned to national priorities and policies, particularly Cambodia’s vision 2050 and the Pentagonal Strategy-Phase 1 2024-2028. 

The Programme Finance and Quality Assurance Analyst will undertake the following functions to ensure programme financial management, quality assurance, and compliance:

Duties and Responsibilities

Under the direct supervision of the Results-Based Management and Programme Quality Assurance Specialist, and in close coordination with the Deputy Resident Representative, the Programme Finance and Quality Assurance Analyst will work closely with Programme, Project, Operations, and other CO teams to ensure coordination of programme finance, reporting, and compliance functions.

Administration and Implementation of Programme Finance Strategies and Compliance

  • Ensure administration and implementation of programme, operational, and financial management strategies, and adapt processes and procedures as needed; 
  • Ensure full compliance with UNDP Programme and Operations Policies and Procedures (POPP) in financial activities and financial recording and reporting systems; 
  • Provide support to CO programme finance business process mapping and development of Standard Operating Procedures (SOPs) in consultation with office management; 
  • Participate in project audits, follow up on audit recommendations, and support the timely closure of audit gaps; 
  • Support compliance with UNDP policies and frameworks for financing and non-financing agreements; 
  • Provide continuous analysis and monitoring of the CO programme financial situation, including forecasts for development projects, transactions, and activities; 
  • Routinely monitor financial exception reports for unusual activities and/or transactions, investigate anomalies, and escalate issues to senior management when required.

Programme Finance Management and Cost Recovery

  • Ensure effective CO programme finance management and optimal cost recovery mechanisms;
  • Implement and monitor Programme Portfolio Pipeline and Project Tree in ERP (e.g., Quantum), ensuring proper planning, utilization, and control of financial resources;
  • Provide advice on administrative and programme reporting, particularly on budgetary issues, and prepare analytical financial reports;
  • Ensure control of Combined Delivery, regular monitoring of CO delivery rates, and oversight of Accounts Receivables for UNDP projects;
  • Prepare and monitor development project budgets and support effective resource planning;
  • Oversee ERP matching processes, implement effective internal controls, and ensure proper functioning of a client-oriented financial resource management system;
  • Verify the accuracy of Combined Delivery Reports and follow up on their endorsement by national counterparts;
  • Monitor dashboards and financial exceptions, identifying risks and recommending remedial actions;
  • Monitor cost-recovery bill preparation in ERP, implement revenue tracking systems, and follow up to ensure timely cost recovery.

Financial Reporting Quality Assurance 

  • Review and ensure the accuracy, completeness, and consistency of programme and project financial reports; 
  • Conduct quality assurance checks on budgets, expenditures, forecasts, and financial data; 
  • Ensure compliance of financial reports with UNDP POPP, IPSAS standards, and donor requirements; 
  • Analyse financial data to identify discrepancies, risks, trends, and areas for improvement; 
  • Support timely preparation and submission of high-quality donor and internal financial reports;
  • Provide technical guidance to programme teams on financial reporting standards and tools; 
  • Strengthen financial reporting SOPs, templates, and quality assurance processes.

Facilitate Knowledge Building, Knowledge Sharing, and Stakeholder Guidance

  • Ensure facilitation of knowledge building and knowledge sharing, and provide guidance to stakeholders on financial matters; 
  • Provide guidance to executing agencies on the routine implementation of projects and tracking the use of financial resources; 
  • Organize and conduct training for Operations, Project, and Programme staff on financial management and Results-Based Management (RBM); 
  • Provide regular training and technical guidance on audit and compliance matters, including implementation of the Internal Control Framework (ICF);
  • Synthesize lessons learned and best practices in programme and project finance;
  • Contribute actively to knowledge networks and communities of practice.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

  • Audit Risk Management: Ability to address audit issues raised in the course of an audit and propose solutions in order to ensure a true and fair audit opinion is achieved.
     

Required Skills and Experience

Education:

  • A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Masters) University Degree in Finance and/or Accounting is required. 
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.
  • Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage. 
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance, must complete the Finance Training and Certification Programme (FTCP), if recruited. 
  • Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).  
  • Candidates with MBA or master's in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.

Experience:

  • A minimum of 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of relevant professional experience in finance, accounting, or programme financial management. 

Desired skills:

  • Experience in financial analysis, budgeting, forecasting, and performance monitoring (including delivery rates and variance analysis); 
  • Experience in financial reporting, quality assurance, and compliance, with established regulations, policies, or standards;
  • Proven experience in audit coordination, risk management, and internal control systems, including follow-up on audit recommendations;
  • Experience with ERP systems for financial management, reporting, and reconciliation;
  • Experience working with the UN, UNDP, or other international development organizations. 

Required Languages:

  • Fluency in Khmer and English is required.
