| National consultant on Vaccine management and cold chain emergency in Ukraine-(2603225)Contractual Arrangement:External consultantContract Duration (Years, Months, Days):2 months## Job Posting:Jul 31, 2026, 8:23:19 AM## Closing Date:Aug 14, 2026, 5:59:00 PM## Primary Location:Ukraine## Organization:EU_UKR WHO Country Office, Ukraine## Schedule:Full-timeIMPORTANT NOTICE: Please note that the deadline for receipt of applications indicated above reflects your personal device's system settings.### ..Purpose of consultancyCurrent consultant will provide technical support to WHO CO VPI unit for immunization system strengthening with focus on contingency plans in cold chain, conduct SimEx, taking part in online / offline ToT trainings for cold chain staff of rCDCs, PHCCs, HCFs, performance qualifications of RTMS in cold rooms, changing Ukrainian legislation.### Background- Significant challenges and hardship due to ongoing emergency including vaccine cold chain, such as the invasion by the RF- Response on emergencies and mitigate further risks on population health and Ukraine health ad-hoc urgent activities are needed focused on vaccine stock management and cold chain maintenance - High priority identified in field of immunization is further strengthening of cold chain system with focus on national vaccine warehouses, regional CDCs and health care facilities (HCFs) - No performance qualifications work was done to assess their correct functions and reliable functioning of RTMS as well with two national operators (SE Ukrvaktsyna and Medical Procurement of Ukraine) – totally more than 16 cold/freezing rooms for vaccine storage - Identified priority by WHO CO in cooperation with RO is contingency plans and actions in case of emergency in cold chain for two national vaccine logistic operators to conduct SimEx for relocation of vaccines to back-up cold rooms or actins to prevent vaccine loses during transportation.- Identified priority as temperature monitoring on all levels during the storage and transportation of vaccines, considering the temperature excursions outside the recommended operating range identified during the Temperature Monitoring Study (TMS) conducted in nine pilot regions.### DeliverablesDeliverable 1.- Take part in seria online Trainer of Trainer cold chain staff trainings for PHCC with their ambulatories / other service vaccination points including frontline regions - Prepare agenda, content of presentations for online ToT and cold chain staff training for PHCC with their ambulatories/ other service vaccination points with focus in practical using procured temperature loggers and cold boxes considering threats of vaccines freezing- Personal take part in online Trainer of Trainer and cold chain staff trainings (not less than 5)Expected by: 31 October 2026Deliverable 2.Field work: Take part in works to identify correct and reliable functioning of RTMS at the national operator warehouse SE Ukrvaktsyna according to prepared Post-Installation Validation Protocol for WHO PQS E006 Compliant Remote Temperature Monitoring Systems. Expected by: 30 September 2026Deliverable 3.- Field work: Conduct Simulation Exercises (SimEx) on emergency in cold chain at warehouses of national operators of vaccines logistic - SE Medical Procurement of Ukraine and SE UKRVAKTSYNA according to concept note and approved schedule. - Active participation in all SimEx follow-up meetings and preparation reports on conducted SimEx activities with providing the key findings and recommendations for each national operator.- Review Brief summary SimEx in one report for MoH/UPHCExpected by: 31 October 2026### Qualifications, experience, skills and languages### Educational QualificationsEssential: Bachelor’s degree with focus on public health, epidemiology, immunologyDesirable: Advanced University degree (Master’s level or higher) with focus on public health, epidemiology, immunology### ExperienceEssential: Minimum two years’ experience working on Cold Chain & Vaccine Management or Vaccine-preventable diseases surveillance (VPDs) and Immunization.
