The functional objective of OUR CLIENT Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of OUR CLIENT, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of OUR CLIENT.

7. Purpose and Scope of Assignment
Under the overall guidance of the Project Manager and the direct supervision of the Lead Civil Engineer, the Electrical Engineer is required to perform the following specific duties and responsibilities ensuring their effectiveness, transparency, and integrity:
Coordination, Delivery, and Performance
● Plan, supervise, and manage the implementation of electrical and mechanical (electromechanical) components of SARP rehabilitation and construction works, ensuring full alignment with project requirements, timelines, and budgets.
● Support the Project Manager, Lead Civil Engineer, and technical team in planning, scheduling, and executing electromechanical aspects of rehabilitation, construction, and infrastructure activities, particularly for pumping stations and associated systems.
● Assist in the preparation of project plans, work schedules, technical submissions, and progress reports, and contribute to effective project closure and handover activities.
● Liaise with relevant government authorities, electricity directorates, beneficiaries, and other stakeholders to obtain required permits, ensure regulatory compliance, and maintain effective coordination.
● Participate in site meetings, procurement processes, and technical evaluation committees, particularly for electromechanical equipment and systems.
● Integrate sustainability considerations, including energy efficiency and resource optimization, as well as social and gender inclusion, and ensure compliance with Health, Safety, Security, and Environmental (HSSE) standards throughout design and implementation phases.
● Ensure that Protection against Sexual Exploitation and Abuse (PSEA) measures are effectively implemented throughout project execution, in line with the country PSEA action plan.
Governance, Monitoring, and Reporting
● Supervise and monitor contractors’ provision and installation of all electrical and electromechanical systems under the SARP project, including but not limited to pumping stations, power supply, control systems, and pressurized irrigation networks, ensuring full compliance with contract specifications, approved work plans, and project requirements.
● Take an active role in all matters related to electrical and electromechanical engineering throughout the project lifecycle, including design review, installation, testing, commissioning, and handover of systems.
● Conduct daily site visits to monitor progress of electrical works supporting irrigation infrastructure and pressurized piping systems, identify technical issues, and provide practical engineering solutions in coordination with the Project Manager and Lead Civil Engineer.
● Prepare and submit regular progress reports covering all electrical and electromechanical activities, ensuring alignment with project schedules and reporting requirements.
● Review and assess project close-out plans, ensuring proper documentation, testing records, and handover of all electrical and electromechanical systems.
● Evaluate contractors’ work schedules related to electrical works, compare with baseline programmes, and report deviations, delays, and risks.
● Review and verify all electrical and electromechanical test results (including pump testing, cable testing, grounding, and system commissioning), operation and maintenance manuals, and ensure compliance with project standards.
● Assess contractors’ progress on all electrical installations, verify quantities, and provide recommendations regarding interim and progress payments.
● Carry out inspections and technical assessments to ensure that all electrical and electromechanical works comply with OUR CLIENT quality standards, approved designs, and applicable safety and international standards.
● Maintain comprehensive records of all electrical and electromechanical activities, including inspections, testing, commissioning, and performance monitoring, and compile periodic and ad hoc reports.
● Review and recommend approval of contractors’ interim payment certificates based on verified electrical works and detailed technical assessments.
● Review and approve all technical submittals related to electrical and electromechanical systems, including shop drawings, materials, equipment specifications, and as-built documentation.
● Inspect all electrical and electromechanical equipment prior to handover, ensuring compliance with contractual requirements and operational readiness.
● Ensure that all systems associated with pressurized irrigation and pumping operations meet the required quality, safety, and performance standards.
Knowledge Building and Sharing
● Ensure that lessons learned and challenges are documented throughout the project implementation and shared with the project team.
● Participate in knowledge-sharing initiatives and contributing insights and lessons learned.
Monitoring and Reporting
● Maintain accurate records of site activities, inspections, incidents and progress, ensuring timely submission of reports (weekly/monthly/quarterly).
● Support project closure through commissioning, handover and archiving of construction documentation.
● Assist in compiling periodic and specific reports, and ensure all project documentation is up-to-date and properly filed.
● Support the Project Team in overseeing change controls, risk and issue registers, and ensure timely and accurate reporting on project progress.
Key competencies8. Recruitment Qualifications
Education
A Bachelor’s degree from a recognized university in Electrical Engineering, Electromechanical Engineering, or Power Engineering is required, preferably with experience in pumping systems, irrigation infrastructure, or industrial power systems.
A Master’s degree from a recognized university in one of the above-mentioned fields is desirable.
Certifications
Required:
- Membership of the Iraqi Engineers Association
Desired:
- Prince2, PMP or similar project management certification is an asset
Experience
Required
● A minimum of 2 years of experience in electrical or electromechanical engineering in infrastructure, agricultural, or water-related projects is required, preferably involving irrigation systems, pumping stations, or power supply systems.
● Experience in site supervision, installation, testing, and commissioning of electrical/electromechanical systems is required.
Desired
● Candidates with experience working on international and/or local projects in complex or conflict-affected environments are preferred.
● Experience in implementing and delivering projects for international organizations is considered an asset.
● Experience in technical reporting, data analysis, and preparation of engineering documentation is desirable.
● Experience in Health, Safety, Security, and Environmental (HSSE) management, particularly related to electrical works, is desirable.
● Experience in engineering software and design tools, particularly AutoCAD (and preferably electrical design tools), is desirable.
● Experience in quality assurance and quality control (QA/QC) for electrical and infrastructure projects is desirable.
● Experience in solar energy systems (design, installation, and/or operation of solar power systems) is desirable.
● Experience in projects located in the southern governorates of Iraq or similar contexts is considered an advantage.
