Organizational Context and Scope
Under the overall supervision of the Chief of Mission and direct supervision of the Head of Programs, the Transition and Recovery Officer will be accountable and responsible for development, management and implementation of IOM initiatives related to early recovery, community stabilization, and creating conducive environments for durable solutions to internal displacement and in response to the recent earthquakes that hit Venezuela.
Responsibilities
- Oversee the effective development and implementation of transition, recovery, and stabilization programming by exercising administrative, operational and financial management responsibility for relevant project.
- Provide operational management, guidance and technical supervision to transition and recovery national and international staff, assisting on programmatic strategy and implementation, including where to focus programme resources and operational challenges as they arise.
- Establish, maintain and further expand strong relationships across UN Agencies, humanitarian organizations, government and community interlocutors, and with a broad range of other local interests toward the successful implementation of the transition and recovery programme.
- Identify the priorities arose during the implementation of IOM early recovery activities and contribute to the development of the new projects and activities based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the Emergency Coordinator, CoM, Regional Office, relevant Units at the Headquarters (HQ), as well as with Government counterparts and other relevant public/private sector’s partner organizations.
- Monitor progress against strategic objectives, programme benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer of CO.
- Develop IOM’s early recovery, transition and durable solutions strategy, taking into account community feedback and livelihoods needs.
- Participate and engage actively at relevant donor or partner meetings, briefings and conferences at the international and national level.
- Provide regular updates to the CoM on the progress on programme implementation, achievements, challenges, cluster/sector discussions, donor liaison issues, as well as identified opportunities for geographical, operational and thematic expansion of IOM portfolio and other opportunities that might benefit the Country Office, IOM in the Region or globally.
- Participate in and represent IOM at technical working groups, including early recovery cluster / working group. Support IOM’s lead of the Technical Working Group / SLSC Cluster as needed.

Qualifications
Required Qualifications and Experience
Education
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in programme coordination, including operational and managerial experience in the fields of transition, recovery, and durable solutions;
- Experience managing stabilization, recovery, or resilience programmes in fragile and complex settings;
- Experience working in post-disaster/emergency zones and in high-risk environment;
- Demonstrated expertise in the thematic area (Disaster Risk Reduction, Community Stabilization, Return and Reintegration, Peace building Reconciliation, among others) relevant to project development; knowledge or experience of regional issues an advantage;
- Experience in liaising with governmental authorities, donors, national and international institutions, UN agencies, Non-governmental organizations, local communities in a multi-cultural setting;
- Experience with gender and issues around gender-based violence;
- Familiarity with financial and administrative management, preferably in IOM or UN agencies;
- Experience with livelihoods programming is a must.
Skills
- Good knowledge of project development, management, and evaluation concepts and procedures;
- Excellent managerial, communication, analytical, and organizational skills;
- Excellent interpersonal skills including negotiation, relationship management, influencing and networking;
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,
- Demonstrated of computer literacy.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English and Spanish is required (oral and written).
Working knowledge of French is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
