TITLE: Staff Assistant Information Knowledge Management (IKM)

1. Post Context/Post Summary

The Allied Combined Air Operations Centre (CAOC) to plan, direct, task, coordinate, supervise, assess and report on air operations of all allocated assets in peace, crisis and conflict in accordance with the Commander Allied Air Command’s directives.The SADC will conduct the basis mission of the CAOC, to include Air Policing. The D-AOC is available to be deployed to contribute to the formation of a JFAC.

The Command Group is responsible to COM AIRCOM for the command and control of all NATO and national forces placed under the CAOC authority. It is responsible for Air Policing in its assigned Air Policing Area.Liaises with the appropriate land and maritime forces, and coordinates between national and NATO Agencies.

The incumbent is responsible for the proper exchange of information within the CG and other agencies.

2. Principal Duties

The incumbent's duties are:

Responsible for the proper exchange of information within the CG and other agencies.

Coordinates IKM procedures and capabilities that satisfy requirements for the CAOC and the entire CG.

Liaises with the CAOC and ensures that the appropriate CIS tools (eg, NIP pages, common file structures, etc) are available for the CG staff users to pass essential information between the CAOC and other Elements.

Responsible for the preparation and coordination of staff user information requirements, issues, procedures, policies within the CAOC.

Responsible for distributing and monitoring  tasks within the CG and ensuring timely processing of these tasks.

Ensures that all documents produced by the CG are properly and timely posted, distributed and archived in the right directory.

Supervises the NATO Internal Portal (NIP) Page, in conjunction with the IKM Manager, and coordinating the structure and content of the COM CAOC NIP intra-net.

Responsible for the construction and management of the CAOC electronic library and filing systems and defining distribution lists of the AIFS (Allied Information Flow System) messages.

Reviews information needs required/produced for the daily BS rhythm and CG meetings.

The incumbent will be the link between IKM & Registry to guaranty the flow of information, messages and documents inside CAOC Torrejon and to or from CAOC Torrejon to other NATO HQ units.

Decision Authority - The incumbent is authorised to make decisions within assigned functional area. Such decisions should be also coordinated within the unit and with the same functional area in lateral, subordinate and superior HQs.

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries.Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice.For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The incumbent may also be directed to undertake operational duties supporting AIRCOM in its Air Power projection role, and when HQ AIRCOM executes its role as the NCS JFAC. When COM AIRCOM so directs, personnel will be assigned to a JFAC CE position to support operational tasks within the JFAC structure; this will require that the individual undergoes appropriate training and preparation. The expected deployment location will be HQ AIRCOM at Ramstein Air Base.Personnel may also be directed to support activities in the framework of delivering Air Power for the Alliance.All additional operational duties take precedence over peacetime tasks, involve regular/frequent operational training, and may lead to operational deployments or TDY assignments within and beyond NATO boundaries.

The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

4. Essential Qualifications

a. Education/Training

Higher Secondary education and completed higher vocational trainingin library, information science, management information systems, computer science or related disciplineleading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational trainingin that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.

b. Professional/Experience

At least 3 years of experience in Information Management within a large Company or Organization, Command Headquarters Operations Centre, or an air operations environment.

Proven experience with the preparation and coordination of staff user information requirements, issues, procedures, policies within a large Company or HQ.

Good knowledge of IT and common office automation applications 

c. Language

English - SLP 3322 - (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. Desirable Qualifications

a. Professional Experience

A NATO International Civilian (NIC) with experience in Information Management within a command headquarters Operations Centre or an air operations environment.

Working knowledge of ADP-Systems.

Familiarity with the NATO Internal Portal (NIP)

6. Attributes/Competencies

• Personal Attributes: Demonstrates courtesy, tact, diplomacy, mental alertness, negotiating skills and service-mindedness in dealing with all members.

Applies international directives and must be able to adapt to non-routine mission requirements.

Other desirable attributes include flexibility and the ability to work well under pressure, and a retentive memory.

• Professional Contacts: Executes duties and functions requiring frequent internal contact including co-ordination and negotiation with civilian and military personnel. The incumbent deals with requesters/users.When dealing the incumbent should demonstrate communication skill.

• Contribution To Objectives: The professionalism of the incumbent has a substantial impact on the overall operational and maintenance administration of CAOC Torrejon.

• Supervisory Responsibilities: The incumbent is authorised to make decisions within assigned functional area. Such decisions should be also coordinated within the unit and with the same functional area in lateral, subordinate and superior HQs.

Dependent on requirements may be required to direct and supervise the work priorities of an “ad hoc” or permanent team within the functional area.

8.  CONTRACT

 The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract.

 The basic entry-level monthly salary for a NATO Grade G10 in Spain is Euro 4,404.21 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
