The Consultant will deliver the following outputs: • Deliverable 1: Three in-person simulated trial workshops focused on online child sexual exploitation and online scams cases (one in Costa Rica and two in Panama). • Deliverable 2: Two in-person training workshops on cyberattacks and malware (one in Panama and one in Costa Rica). • Deliverable 3: One consolidated revision of the draft technical guideline on digital evidence for Panama, incorporating feedback from UNODC and national counterparts. • Deliverable 4: Three documents: one study program on cybercrime for investigators, including the design of the common architecture; and, based on the study program, one study guide for participants and one instruction guide for trainers, including the design of the common guide model. • Deliverable 5: Three documents: one study program on cybercrime for prosecutors, following the common architecture; and, based on the study program, one study guide for participants and one instruction guide for trainers, following the common guide model. • Deliverable 6: Four in-person training workshops on the presentation of forensic results before the courts (two in Costa Rica and two in Panama). • Deliverable 7: Two in-person training workshops on the use of the dark web and artificial intelligence in criminal investigations (one in Costa Rica and one in Panama). • Deliverable 8: Three documents: one study program on cybercrime for judes, following the common architecture; and, based on the study program, one study guide for participants and one instruction guide for trainers, following the common guide model.

Under the supervision of the Head of the Global Programme on Cybercrime, the consultant will perform the following tasks: • Design and deliver three in-person simulated trial workshops on online child sexual exploitation and online scams (one in Costa Rica and two in Panama). • Design and deliver two in-person training workshops on cyberattacks and malware (one in Costa Rica and one in Panama). • Design and deliver four in-person training workshops on the presentation of forensic results before the courts (two in Costa Rica and two in Panama). • Design and deliver two in-person training workshops on the use of the dark web and artificial intelligence in criminal investigations (one in Costa Rica and one in Panama). • Update the draft technical guideline on digital evidence for Panama, in line with international standards and best practices. • Develop three study programs on cybercrime, for investigators, prosecutors and judges, to be subsequently tailored by the project team to the institutional requirements of Costa Rica, Guatemala, Honduras and Panama. • Develop, for each of the three study programs, a study guide for participants and an instruction guide for trainers (six guides in total).

An advanced university degree in Cybercrime Investigation or Digital Forensics or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum working experience of five (5) years of relevant experience in the implementation of training programs for law enforcement and justice officers in digital forensics and cybercrime investigation is required.

English and French are the working languages of the United Nations Secretariat. For this position, knowledge and fluency in Spanish, oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
